- Intent to Sole Source: The Department of Treasury's Bureau of Fiscal Service, on behalf of the Consumer Financal Protection Bureau intends to negotiate on a sole source basis, under authority of FAR 13.106-1(b), with the National Consumer Law Center, Inc (NCLC), 7 Winthrop Square, Suite 4FL, Boston, MA 02110, for online IP authenticated access to NCLC's legal series of treatises for several offices nationwide, for the remaining two (2) optional periods of existing award TPDCFP13C0004. Titles include: Truth in Lending, Mortgage Lending, Unfair and Deceptive Acts and Practices, Federal Deception Law, Consumer Bankruptcy Law and Practice, Fair Debt Collection, Foreclosures, Repossessions, Student Loan Law, Access to Utility Service, Fair Credit Reporting, Consumer Banking and Payments Law, Consumer Credit Registration, Credit Discrimination, Collection Actions, Consumer Arbitration Agreements, Consumer Class Actions, Consumer Law Pleadings, and Automobile Fraud. A sole source justification has been approved and is available upon request. A request for more information will not be considered a response. Any firm that believes it can provide the stated requirements shall provide supporting documents clearly demonstrating their products capability and specifications. If no written response is received that clearly demonstrates another company can fulfill CFPB's requirements, we intend to negotiate a sole-source award to National Consumer Law Center, Inc. Telephone inquiries will not be accepted. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received by September 22, 2015 by 2:00pm ET. Responses shall be submitted to contractadministration@fiscal.treasury.gov Attention S. Hayes/L. Wright.
