Senior Law Enforcement Advisor Abuja, Nigeria Issuance Date: 09/17/2015 Closing Date: 10/08/2015 SOLICITATION NUMBER: PSC-15-062-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. PRE-AWARD ETHICAL RESPONSIBILITIES OF PSC (JUN 2011) This solicitation may result in the award of one or more personal services contracts as defined in FAR 2.101. Prior to contract award, all offerors or quotes must advise the cognizant Contracting Officer if they have a personal conflict of interest, such as a financial conflict, that would prevent them from either meeting the requirements of the clause entitled, "Post-Award Ethical Responsibilities of Personal Services Contractors," or otherwise objectively performing their contractual duties upon contract award. HOW TO APPLY Offerors proposal shall be in accordance with the requirements stated in this solicitation at the place and time specified. A proposal will be determined non-responsive and ineligible for consideration unless all required documents and information are included in the submission. Offerors shall ensure their resume demonstrates their possession of the minimum qualifications outlined in this Solicitation, as well as their ability to fulfill all required duties. The Government is not responsible for any costs incurred by the offeror during the solicitation process. Submit proposal via e-mail to the attention of: INL/Kyle Lee E-mail: LeeKE3@state.gov Direct questions regarding this solicitation to: INL/Kyle Lee E-mail: LeeKE3@state.gov INL will not accept proposals beyond the closing time/date; unless it can be determined DOS mishandled the proposal. 1.SOLICITATION NUMBER: PSC-15-062-INL 2.ISSUANCE DATE: 09/17/2015 3.CLOSING DATE: 10/08/2015 4.TIME SPECIFIED FOR RECEIPT OF APPLICATIONS: 3:00 PM, EST 5.POSITION TITLE: INL Senior Law Enforcement Advisor 6.MARKET VALUE: $82,350 - $120,934 (FS-02 Equivalent) 7.PERIOD OF PERFORMANCE: One year from date of award, with four optional years 8.PLACE OF PERFORMANCE: Abuja, Nigeria 9.JOB DESCRIPTION: See below Personal Service Contract (PSC) Statement of Work (SOW) US Embassy Abuja, Nigeria Senior Law Enforcement Advisor FS-02 (Equivalent GS-14) A.GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT The US Department of State's (DOS) Bureau of International Narcotics and Law Enforcement Affairs (INL), has program authority derived from the Foreign Assistance Act of 1961, as amended (FAA). Under the FAA, INL is responsible for providing assistance to host governments to develop and implement effective counter narcotics, anticrime, and border control programs. The purpose of this personal service contract is to provide a Senior Law Enforcement Advisor (SLEA) position, located at U.S. Embassy Abuja, with various travels within Nigeria. The advisor will work in close proximity with mid-to-senior leadership of the Nigeria Police Force (NPF). The SLEA will also coordinate with the U.S. diplomatic mission in Nigeria, including the INL Director at the U.S. Embassy Abuja, and partner countries and agencies that are also providing assistance to the NPF. The SLEA will serve in Nigeria to develop and implement a strategy to guide INL's engagement with the NPF. The Advisor will mentor/train NPF staff and make recommendations for additional training/assistance. The primary purpose will be to build the long-term institutional capacity of the police to perform their duties while meeting international policing standards and human rights norms. The SLEA, in concert with other INL activities and international efforts contributes to progressing reform within Nigeria's criminal justice sector. Activities shall be designed and implemented to contribute to these impact goals, by; building the capacity of the NPF and other relevant civilian law enforcement agencies too efficiently, effectively, and transparently investigate and prosecute criminal cases, when appropriate. As well as improving partner nation capacity in delegation of authority, basic and specialized training delivery, case management, internal and external communications, human rights standards for police, and standard operating procedures. The SLEA shall demonstrate contributions toward achieving these impact goals through a collection of qualitative and quantitative data, to include measurable improvements collected as outcome data every quarter and responses to requests from INL as needed for information to include in INL's Monthly Reporting cable. B.DUTIES AND RESPONSIBILITIES Specifically, the SLEA will support and advise INL efforts to assist the Government of Nigeria (GON) as follows: 1.Aides in overseeing and provide advice in the implementation of the Police Training Modernization Project. 2.Assists in providing technical advice, training, mentoring, and support to NPF partners. 3.Provides weekly, monthly, or quarterly after action reports and cables, as appropriate. 4.Assesses the quality of curricula and instruction at designated academies. 5.Advises academy leadership, through direct and continuous engagement, on development and implementation of improved training. 6.Advise on dedicated professional instructor development. 7.Supports "train the trainer" courses of instruction. 8.Advise and assist academy staff with development of training materials and student handouts for classes. 9.Guides and assists in developing long term and short term training plans. Advise NPF on related and coordinated training requirements to facilitate success of this program. 10.Encourages expansion of best practices and policy. 11.Assists in the identification and development of appropriate projects within a comprehensive and integrated program to help the GON reduce violence and criminality with the objective of institutionalizing such projects and ensuring NPF sustainability within 3 years. 12.Assists by providing subject matter expertise in the implementation of the police reform process within the different departments of the NPF. 13.Ensures that work performed will be accomplished within the appropriate Constitutional and legal framework. 14.Provides guidance to create, implement, and integrate a policing quality management and accountability system for the NPF. 15.Supports INL Nigeria in the development and maintenance of partnerships within the Government of Nigeria and NPF communities for the purpose of establishing a quality management culture for the NPF. 16.Integrates and works in harmony with other advisors (INL, CT, UK, etc.) who are currently assisting the NPF. B.-1 TRAININGS & DISTANCE LEARNING COURSES 1.Completes the Contracting Officer Representative (PA296) distance-learning (DL) course through the Foreign Service Institute (FSI) within 120 of arriving at Post. 2.Completes the Introduction to Working in an Embassy (PN113) distance-learning (DL) course through the Foreign Service Institute (FSI) within the first six (6) months of arriving at Post. 3.Completes the mandatory Foreign Affairs Counter-Threat (FACT) Course (OT610) prior to deployment to Post. C.RELATIONSHIPS The SLEA will report to the INL Director at the US Embassy Abuja, who will act as the Contracting Officer's Representative (COR). The Advisor will provide services to the senior leadership of the NPF and in that capacity be prepared to coordinate and provide training and assistance to NPF staff as requested and consistent with approved goals. The Advisor will report the progress of project goals to the INL Director and INL Office of Africa and Middle East (INL/AME) Program Officer in Washington, DC. The INL Director will supervise the implementation of the Advisor project consistent with normal INL practices and regulations. The Advisor must use good judgment, creativity, and independence in planning work to achieve specific goals and objectives. The Advisor will inform the INL Director of possible issues and recommend solutions. The Contracting Officer's Representative (COR) is delegated the authority to act for the Contracting Officer in matters concerning technical clarification, inspection and, after concurrence by the Contracting Officer, acceptance of Contractor performance under the contract, including preparation of receiving reports, and the authorization of progress payments when appropriate. The COR will coordinate all work with the Contractor and review Contractor's performance at significant stages of its development. In no instance, however, shall the COR be authorized to alter or modify the specifications or the contract terms and the conditions or waive the government's requirement, price, delivery, or other terms and conditions. Such changes must be authorized, in writing, to the Contracting Officer. D.DELIVERABLES/REPORTS Deliverables are required under this PSC and shall include; monthly status reports, monthly evaluation of contractor performance, special reports when required and "Completion of assignment report," which shall be a compressive review of the projects in which the contractor was involved. Each report shall include a critique of and recommendations for the various projects. The completions of assignment reports are due no later than fifteen (15) days prior to the expiration of this contract. The Personal Service Contractor shall submit two (2) copies of each report as required to the following; 1.INL/POST Director(s) and; 2.INL/Program Officer Per FAR Part 4, the above referenced documents shall be incorporated and copies stored in the PSC's hard file under Section V.; Tab E - Receiving Reports. The Contractor shall prepare and submit two copies of each technical report required by the schedule of this contract (e.g., progress reports, final reports, etc.), to the Embassy INL Section and to the Program Officer, Bureau of International Narcotics and Law Enforcement Affairs (INL), Department of State Washington, DC. The title page of all reports forwarded pursuant to this paragraph shall include a descriptive title, the author's name(s), contract number, project number, and title, contractor's name, name of the State Department project office, and the publication or issuance date of the report. When preparing reports, the Contractor shall refrain from using elaborate artwork, multicolor printing, and expensive paper/binding, unless it is specifically authorized in the Contract Schedule. Wherever possible, pages should be printed on both sides using single spaced type. E.MINIMUM QUALIFICATIONS 1.U.S. citizenship; able to obtain/maintain Department of State Secret and Medical Clearances, and ethics-if applicable. 2.A Bachelor's degree from an accredited university 3.Experience working with quality management processes 4.Demonstrated excellent interpersonal skills in working with all levels 5.Demonstrated excellent communications skills, both oral and written 6.Ten (10) years of U.S. police experience with demonstrated experience in police management, planning, organizational and policy development; understanding of police principles, concepts, procedures and techniques necessary to execute democratic police functions; monitoring, mentoring and advising police; police training assessment, development and delivery. 7.Five (5) years of experience of progressive responsibility and experience in police management and supervision. 8.Seven (7) years of experience interacting with U.S. senior police management in a capacity which included leading, advising, guiding, regulating performance and policies, project management, and articulating messages and decisions 9.Proficient in Microsoft Office Suite. 10.Proven ability to complete the FSI Contracting Officer's Representative (COR) online course within the first 120 days of assignment successfully. 11.Willingness and capability to work in a fluid environment and under challenging circumstances. 12.Demonstrated ability to train law enforcement personnel. F.PREFERRED KNOWLEDGE AND SKILLS 1.A Master's degree or other advanced certifications within the field of law, criminal justice, administration, or management 2.Instructor experience within the field of policing, management or administration 3.Experience working in an international environment in cross-cultural working relationships, particularly in lower-income countries. 4.Experience working with US Embassy organizations and complex interrelated activities, as well as familiarity with programs, organization, and operations of other USG elements involved in law enforcement programs. 5.Experience at the command level in a police organization. G.GOVERNMENT-FURNISHED EQUIPMENT The PSC shall be able to use a furnished with office space, a computer, office telephone, and other supplies needed for job requirements. This property will be owned and maintained by the Department of State DoS. H.RE-DEPLOYMENT REQUIREMENTS 1.If applicable - Consultations with the INL Program Office may be required. I.EVALUATION FACTORS Factor 1Work Experience Experience in law enforcement and experience working with diverse, multicultural groups. (15 points) Factor 2Program Experience Experience assessing law enforcement capabilities including the ability to provide policy and programmatic technical guidance, develop and implement recommendations, and achieve project objectives. (20 points) Factor 3 Communication Demonstrated ability to communicate complex issues in a timely and concise manner, both orally and in writing, and demonstrated interpersonal skills associated with monitoring, mentoring and advising police. (25 points) Factor 4 Interaction Experience interacting with senior police management in a capacity which includes leading, advising, guiding, regulating performance and policies, and articulating messages and decisions. (20 points) Factor 5Past Performance Evaluation of past performance of offeror's ability to perform under contract. In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources. (20 points) COMPENSATION (BASE PAY) For award, INL will negotiate for this contract based on the market value as outlined above and overall experience relevant to the solicitation requirements.
