Description
NOTICE OF THE INTENT TO AWARD OF A SOLE SOURCE PURCHASE ORDER Solicitation Number: W911S0-15-P-0087. This announcement is a notice of intent to award a sole source purchase order to Dell, under the requirements of FAR Part 13 and FAR 6.302-1, quote mark Other Than Full and Open Competition - one responsible source quote mark. The applicable NAICS code 541511, Custom Computer Programming Services, size standard in number of dollars is $27.5M. The U.S. Army Training and Doctrine Command (TRADOC) have a requirement for an upgrade to Tactical Information Gateway for Enterprise Resources (TIGER) in a normal routine maintenance cycle. It will migrate the Installation Management Command (IMCOM)'s Budget Module which is a Web-Based Army Owned Resource Management Government off the Shelf (GOTS) Software back into the Training and Doctrine Command (TRADOC) TIGER Application. TRADOC, G-8 has identified a need for a web-based Budget Module. This solution will be integrated into TIGER from the latest GOTS releases created by Dell and currently used by the IMCOM. This maintenance upgrade is necessary to handle the natural progression of software technology. The integration of the Budget Module into TIGER will replace old TRADOC legacy applications (TBG, WEBTAS) that have to come off the Army Network because the technology is no longer supported. The current technology is also not supported by the DOD mandate to consolidate applications and migrate applications and systems to an authorized cloud. Integrating the Budget Module into TIGER will also allow for a G8 Resource Management Tool that will improve and enhance TRADOC's ability to fine tune and obtain an organization wide solution. This maintenance upgrade will also incorporate the army CAC Authentication secure login requirement. This upgrade will continue to allow TRADOC the capability to account for all appropriated funding and manage and track funds for the Command. The end product will ensure TRADOC G-8 has a web-based Enterprise Resource Management tool that is optimized and capable of linking dollars and manpower. The solution will be a web-based Army Enterprise application that functions at the Command and Installation Level and links Dollars and Manpower together. The purpose of this requirement is to integrate the IMCOM funded, Army owned GOTS Budget Module into the TRADOC TIGER Application. The Budget Module is an original component of the TIGER Application not previously implemented by TRADOC. The Budget Module was written and is supported by Dell Government Services. The TRADOC Budget office desires to utilize the Budget Module to account for all appropriated funding and manage and track funds across the Command. The current solution being used by TRADOC is outdated and not supported on the Army Network. The Budget Module has all of the capability necessary for the Budget Office to accomplish its mission. The Budget Module requires routine maintenance items to be updated to function correctly as a module within the TIGER application. This purchase order is being awarded under the authority of 41 U.S.C. 253(c) (1), as implemented by FAR 6.302-1 - quote mark Only one responsible source quote mark as the only viable course of action that provides migration and implementation of the Budget Module GOTS Software used by IMCOM into an upgraded version of TRADOC TIGER application is available from only one source with unique capabilities. This notice of intent to award is not a request for competitive proposals. However, MICC will consider any capability statements received by 9:00 AM EDT on 21 September 2015. All responses shall be emailed to Robin Kemp-Tate, Contract Specialist, robin.l.kemp-tate.civ@mail.mil and Shaina McKeel, Contracting Officer, at Shaina.s.mckeel.civ@mail.mil Capability statements would normally be considered solely for the purpose of determining whether to conduct a competitive procurement; however, a determination by the Government not to compete the requirement based upon responses to this notice is solely within the discretion of the Government. Any respondent companies must be a small business.
