- Description
- The Transportation Security Administration (TSA) will solicit proposals from Small Business Concerns to perform Janitorial Services for the TSA at the General Mitchell International Airport (MKE) in Milwaukee, WI. The contractor will provide janitorial maintenance services, seven (7) days a week for approximately 25,352 square feet of TSA-occupied space. The secure and non-secure service areas include: baggage areas and monitoring rooms among others. Contractor employees will be required to meet all TSA and airport security screening requirements which include a criminal history, background and fingerprint checks. Pursuant to FAR 19.501, this acquisition is a Small Business set-aside and will be conducted in accordance with FAR Part 12 and Part 15. The North American Industry Classification System (NAICS) code for this acquisition is 561720 and the small business size standard for this NAICS code is $18.0 million dollars in annual receipts. All responsible sources considered a Small Business concern under this NAICS code are eligible to respond to this solicitation. The Transportation Security Administration intends to award a firm fixed price contract with one (1) base year and four (4) one-year option periods, as well as a possible extension of performance not to exceed six months, on a competitive basis to one responsive and responsible Offeror. The Offerors shall be considered responsible as defined within the meaning of FAR 9.104-1. It is anticipated that the RFP will be issued on or about September 28, 2015 via modification and uploaded to this Pre-Solicitation Notice. The anticipated award date is on or before November 23, 2015. Potential Offerors are hereby notified that future information about this acquisition, including the solicitation and subsequent amendments, will only be available on the Federal Business Opportunities website www.fbo.gov. Interested parties are responsible for monitoring the FedBizOpps website to assure that they have the most up-to date information about this acquisition. Firms offering a response to this notice should ensure that their registration in the Systems for Award Management (SAM) database http://www.sam.gov is current. A MANDATORY site visit will be held at General Mitchell International Airport (MKE). Offeror participation in the MANDATORY site visit is required in order to submit a responsive proposal for award consideration. All interested companies must reserve their space for the site visit by the time and date as follows: Interested companies must contact Harrison J. Morten, Contract Specialist via email at Harrison.morten@tsa.dhs.gov by 4pm local time (Washington, DC) on September 23, 2015 to provide notification of intent to attend the site visit. Please include the name of the company, company representatives attending the site visit and contract information, email address and phone number. A confirmation including the time and location will be sent to all companies that provided their information by the above deadline, via email on September 24, 2015. The site visit is scheduled for 9am local time (Milwaukee, WI) on Friday, September 25, 2015. Vendors will meet Dan Meek in front of Starbucks in the common/public area at General Mitchell International Airport. He will ensure that the visitors receive necessary badges from the badging office. No copies of the solicitation will be provided at the site visit. No technical or contractual questions will be answered nor will any additional instruction be provided at the site visit. Any questions shall be directed to Harrison J. Morten, Contract Specialist via email at Harrison.morten@tsa.dhs.gov. This notice is not considered to be a commitment by the Government nor will the Government pay for information solicited. Request for the solicitation will not be accepted. DO NOT REQUEST A COPY OF THE SOLICITATION.
