The Social Security Administration (SSA) has awarded Purchase Order SS00-15-50289 to The Fireline Corporation for Tape Storage Library Suppression System Removal. This notice is for informational purposes only; contractors should not respond. The following sole source justification is provided per Federal Acquisition Regulation (FAR) 13.501(a)(1)(iii): 1. IDENTIFICATION OF AGENCY AND CONTRACTING OFFICER Agency: Social Security Administration Contracting Office: Office of the Deputy Commissioner for Budget, Finance, Quality, and Management (DCBFQM); Office of Acquisition and Grants (OAG); Office of Operations Contracts (OOC); Division of Facilities Contracts (DFC) Contracting Officer (CO): Derek Easter Program Office: Office of Facilities and Supply Management (OFSM); Office of Building Management (OBM) Contracting Officer?s Technical Representative: Mark Jones Project Title: Tape Storage Library Suppression System Removal Proposed Contractor: The Fireline Corporation 2. NATURE OF ACTION We seek approval of a non-competitive contract with The Fireline Corporation for the removal of FM-200 fire suppression systems and related equipment from eight (8) SL-8500 tape storage libraries at the National Computer Center (NCC) in Baltimore, MD. Contractor support is needed in removing the nozzles and distribution piping from the silos for the FM-200 as well as the Vesda smoke detection and its piping and equipment. Removal of the spot type smoke detectors that are part of the suppression system is also required. 3. DESCRIPTION OF SERVICES AND ESTIMATED COST The Office of Buildings Management (OBM) is responsible for the fire suppression systems encasing the highly sensitive tape storage libraries, which preserve electronic data processed by the agency. The fire protection systems are comprised of various smoke detectors, manual pull stations, and fire extinguishing system nozzles and distribution piping located inside each of the silos at the NCC. The fire protection equipment inside the silos is directly connected to, and controlled by, control panels connected to the SSA campus Notifier fire alarm system. The fire suppression system removal will include removing the fire protection equipment inside the silos and connected control panels. Removal of the control panels involves physically removing the panels and reprogramming the SSA campus Notifier fire alarm system to delete them from the network. 4. STATUTORY AUTHORITY Services to be procured are ?commercial? in nature, as defined at Federal Acquisition Regulation (FAR) Part 2, and will be solicited using FAR Part 12, as well as the procedures outlined under FAR 13. The acquisition will be a sole source as described at FAR 13.501(a) using simplified acquisition procedures under the authority of 41 U.S.C 1901. 5. CONTRACTOR?S UNIQUE QUALIFICATIONS The proposed Contractor, The Fireline Corporation, previously upgraded the entire SSA campus Notifier fire alarm system network by installing updated firmware on almost all panels on the network, installing new fiber optic network cabling, and programming in new fiber optic network cards throughout the network. Work pertaining to the aforementioned network upgrades included a parts and labor warranty. Therefore, use of any vendor besides the installing contractor (i.e. The Fireline Corporation) will void the warranty under the SSA Campus Fire Alarm Fiber Upgrades project. Based on the above, current market research, and previous acquisition history, The Fireline Corporation is the only source available for fulfilling the agency?s requirement. 6. SOLICITATION EFFORTS On August 18, 2015, the contracting office provided notice of its intent to negotiate exclusively with The Fireline Corporation at www.fedbizopps.gov. No other sources have expressed interest in performing the requirement or demonstrated any qualifications that would render them capable of doing so. 7. DETERMINATION OF FAIR AND REASONABLE PRICE Per FAR 13.106-3(a)(2), the CO will perform an informal price analysis in order to determine proposed pricing from The Firelinbe Corporation as fair and reasonable. 8. MARKET RESEARCH On August 18, 2015, the contracting office posted a notice of its intent at the Government Point of Entry (www.fedbizopps.gov) to negotiate on a sole source basis with The Fireline Corporation. This notice also served to identify any other vendors that might have a realistic capability of performing the requirement. The CO did not receive any vendor interest and we do not believe there are any other entities with similar capabilities at this time. 9. OTHER SUPPORTING FACTS The proposed Contractor is determined to be responsible in accordance with FAR 9.104. The Fireline Corporation has performed successfully on previous contracts for the same work. 10. LIST OF SOURCES EXPRESSING INTEREST IN THIS ACQUISITION As stated above, no other sources have been identified or expressed an interest in this acquisition. 11. ACTIONS TAKEN TO REMOVE BARRIERS The agency will continue to seek out competition to maximum extent practicable and through appropriate market research.
