- The Commodity Futures Trading Commission (CFTC) intends to place Consumer Outreach online advertisements with the following vendor, on a sole source basis - TubeMogul. Extensive market analysis has revealed that the CFTC will be able to reach selected, unique, identified targeted consumer audience members/participants by advertising on the selected site, in pursuant of specific provisions outlined in the Dodd-Frank Act. The identified site aims to educate and empower consumers to make better financial decisions. The CTFC can reach unique consumers/market participants and registered users on this sites. These users include subscribers and users who receive emails, newsletters, and other communications from the site. Advertising on the site will provide the CTFC with the opportunity to communicate its 'Smartcheck campaign'/ anti-fraud messages to consumers within contextually relevant information, which CFTC research has demonstrated is important to the target audience. This notice of intent is not a request for competitive proposals and no solicitation is available. The agency will issue sole source Commercial Item purchase orders directly to the selected vendors.
