- Attachment 2 - SOW Car Wash Reclaim Water System Revised 16 September 2015 Attachment 1 - RFQ Car Wash Reclaim Water System This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate Request for Proposal (RFP) will not be issued. The solicitation number is JBKAAB-25082015 and is issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions are those in effect though Federal Acquisition Circular 2005-83 and DFARS change notice 20150826. This is a notice that this order is a T otal Set-Aside for a small business concern. Only quotes submitted by a small business concern will be accepted by the Government. Any quote that is submitted by a contractor that is not a small business concern will not be considered for award. The NAICS code is 811192 and the size standard is $7.5M. The offeror shall quote on an all or none basis. Written quotes are required (oral offers will not be accepted). The Government will award a contract on the basis of Best Value. Please complete all information requested below (Cage Code, DUNS, etc.). Ba s is of A w a r d. The 502nd CONS will issue a purchase order to the vendor who is determined to offer the best value to the Government. Best Value Determination. The technically acceptable, lowest priced quote will be determined to represent the best value. Technical acceptability will be determined by an evaluation of the quoted requirements that meet the technical criteria that is contained in the solicited item description. All quotes will be evaluated for technical acceptance IAW SOW. Technical Factor: vendor shall provide the approach, methodology, and proposed solution to satisfy the requirements included in the SOW. The technical quote shall not exceed three pages. Technically unacceptable quotes will not be considered for award. Award will be made to the responsible technically acceptable, vendor whose quote is the lowest evaluated price among technically acceptable quotes. Mandatory Registrations. To be eligible to receive an award resulting from this solicitation, registration with the System for Award Management (SAM) must be current, no exceptions. The System for Award Management is the DOD Central Contractor Registration (CCR) database. To register, please visit https://www.sam.gov/portal/public/SAM/. The vendor shall submit the response to this RFQ via email to the Contract Administrator: Isadiri N. Estalilla, Ph: (210) 671-2739, E-mail: isadiri.estalilla@us.af.mil; no later than 3:00 P.M. CST on 22 September 2015 - Tuesday (or sooner if possible) in order to be considered timely. The Contracting Officer for this solicitation is Michael V. Any quote, modification, revision, or withdrawal of a quote received after the exact time specified for receipt of quote is "late" and will not be considered, unless the Contracting Officer determines that accepting the late quote would not unduly delay the award and acquisition or it was the only quote received. Brand Name or Equivalent. The contractor shall supply all specifications and illustrations necessary to properly confirm equivalent substitution of requested items, in accordance with instructions in FAR 52.211-6.
