Description
Limited Sources Justification This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included within this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number for this procurement F3N6115233A001 and is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-83, Defense Acquisition Circular DPN 20150826, and Air Force Acquisition Circular 2015-0406. This solicitation is not set aside or restricted. For informational purposes the North American Industry Classification System Code is 423430. This is a firm fixed price procurement, and will be procured using commercial item procedures and award selection will be made based on price and meeting the delivery requirement. Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. FOB Destination delivery is requested to the following address: 86 AMXS/MXAA, Ramstein, AB, Germany within 60 days. The contractor shall provide the items listed below: 1 Ea. - Deicing Training Simulator - Upgraded with the actual PQ joysticks used in Global Deicers. This system includes all hardware (CPU, 37" monitor, Keyboard, Mouse) and one software license 1 Ea. - Shipping The following FAR clauses and provisions apply to this acquisition: FAR 52.212-1, Instructions to Offerors Commercial Items, and ADDENDUM TO FAR 52.212-1, Instructions to Offerors - Commercial Items. Late offers: Request for Quotations or modification of quotes received at this address, specified for the receipt of offers, after the exact time specified for receipt of offers will not be considered. 52.212-1 INSTRUCTIONS TO OFFERORS--COMMERCIAL ITEMS (APR 2014) Addendum: This addendum replaces the below subject paragraphs of clause 52.212-1 Instructions to Offerors - Commercial Items (Apr 2014) as follows:(b)(4) Technical information is required to be submitted by the contractor with the quote at time quotes are due and shall include the following: (a) The contractor MUST obtain a DUNS Number and CAGE Code. The offeror must be registered in the Sam.gov database showing current registration and submit a copy of their registration. (b)(6) Offerors shall provide a Price for all listed items (c) Period for acceptance of offers. The offeror agrees to hold the prices in its offer firm until 30 September 2015 It is the responsibility of the Offeror to ensure the offer is received. Please note the offer must be received by 700 Contracting Squadron before closing date and time for this Request for Quote, or the offer will not be considered. All proposals must be received by 1400 CEST (German Time) on 22 Sep 2015. Please keep in mind that German time is six hours ahead of Eastern Standard Time. End of Addendum Evaluation/Award: IAW FAR 52.212-2, Evaluation-Commercial (OCT 2014) items applies to this acquisition. The Government will award a firm fixed price contract resulting from this solicitation to the responsive responsible offeror whose quote conforms to the solicitation and will be most advantageous to the government, price and other factors considered.
