- SUBJECT: NOTICE OF INTENT TO AWARD SOLE SOURCE TO THERMO SCIENTIFIC PORTABLE ANALYTICAL INSTRUMENT, INC, FOR THE PURCHASING OF, ONE THERMO XL3t GOLDD+TECH ANALYZERG SYSTEM AND COMPONENTS FOR THE EDGEWOOD CHEMICAL BIOLOGICAL CENTER, ABERDEEN PROVING GROUND, MD 21010-5424. The U. S. Army Contracting Command, Tenant Division, Aberdeen Proving Ground, MD intends to negotiate solely (as prescribed in FAR 6.302-1) with, Thermo Scientific Portable Analytical Instruments Inc, 2 Radcliff Road, Tewksbury, MA 01876-1182. The contractor shall provide the following proprietary equipment/instruments: one Thermo XL3t GOLDD+Tech Analyzer System, one Plastic Analysis quote mark H quote mark Suite Software, one Mining Analysis quote mark M quote mark Suite Software, one Portable Test Stand Nitron XL3, one Analyzer Shipping and Handling, and one test stand shipping and handling Award to another contractor would result in substantial duplication of cost to the Government that is not expected to be recovered through competition, and unacceptable delays in fulfilling the agency's requirements. The North American Industry Classification System (NAICS) for this requirement is 811219 and the size standard is 20,500.000.00. Interested persons may identify their interest, in writing, to the Government point of contact. Responses to this notice must be received no later than 1:00 PM, Eastern Standard Time, 21 September 2015.
