- STATEMENT OF WORK Request for Quotation (RFQ): VA250-15-Q-0451 Issued by: Department of Veterans Affairs Network Contracting Office (NCO) 10 260 E. University Ave Cincinnati, OH 45219 Vendor Response Due Date/Time: Responses are due NO LATER THAN 3:00 PM Eastern Standard Time (EST) on September 22, 2015 Contact Information: Brad Werwick, Contracting Officer, 513-559-3716, brad.werwick@va.gov This acquisition is being competed under NAICS Code 325510. In accordance with FAR 12.603, this is a combined synopsis/solicitation for a commercial item for the Chillicothe VA Medical Center. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. In accordance with FAR 19.502-2(a) and VAAR 819.502-2, this is notice that this is a total small business set aside, and the set aside applies to all items in this solicitation. This is a BRAND NAME OR EQUAL solicitation. Any items quoted that the vendor deems to be equal to the specifically requested items MUST be compatible with the VA's existing equipment/facilities and meet or exceed the minimum salient characteristics listed below. In addition, the vendor must follow FAR 52.211-6, VAAR 852.211-73, and FAR 52.214-21. Potential offers MUST include ALL requested items in their quotes. The VA is NOT accepting partial quotes. Quotation Requirement: This requirement is for the delivery of one (1) Accutint 1500 HS Paint Tinter. This is a lowest-priced, technically acceptable solicitation. In order to be evaluated as technically acceptable the proposed paint tinting machine must meet or exceed the following salient characteristics: 1. Dispensing: Simultaneous dispenses 4 colorants at a time 2. Maximum Flow Rate: 64oz/minute 3. 16 Canisters 4. Automatic Colorant System 5. Pumping System: Valve-less mixing and dosing valve assembly 6. Canister Capacity: 3 Quarts 7. Shelving: Manual adjustment with positioning for quart, 1 gallon, and 5 gallon containers 8. Nozzle Closer: Automatic closing device with improved design for low/no VOC colorants 9. Stainless steel pumps 10. Colorant Compatibility: Universal, Waterborne, GENNEX, and Organic 11. Machine shall be Dual Voltage: 110/220v/60Hz 12. System shall be loaded with color matching software that will allow paint shop to match standard or custom colors from any manufacturer and to save custom paint codes in the system. 13. System shall include a computer and 19 inch monitor, Barcode Scanner, Label Printer, Scanner/Label Printer Tray, Surge Protector, and Can/Lid sealer. Computer must be configured to work with no internet or network connection. 14. Digital formula books for common paint manufacturer colors shall be provided with the machine. Delivery to the above address is to occur No Later Than 45 Days after receipt of order. This solicitation incorporates by reference FAR 52.212-1 and FAR 52.212-4. FAR 52.212-3 is also incorporated by reference. Submission of a filled out version of this clause is not required as the Federal System for Award Management (SAM) will be reviewed prior to selecting the awardee. Any potential vendor MUST be registered in SAM prior to the submission of a quote. LIMITATIONS ON SUBCONTRACTING-- MONITORING AND COMPLIANCE (JUN 2011) This solicitation includes. Accordingly, any contract resulting from this solicitation will include this clause. The contractor is advised in performing contract administration functions, the CO may use the services of a support contractor(s) retained by VA to assist in assessing the contractor's compliance with the limitations on subcontracting or percentage of work performance requirements specified in the clause. To that end, the support contractor(s) may require access to contractor's offices where the contractor's business records or other proprietary data are retained and to review such business records regarding the contractor's compliance with this requirement. All support contractors conducting this review on behalf of VA will be required to sign an "Information Protection and Non-Disclosure and Disclosure of Conflicts of Interest Agreement" to ensure the contractor's business records or other proprietary data reviewed or obtained in the course of assisting the CO in assessing the contractor for compliance are protected to ensure information or data is not improperly disclosed or other impropriety occurs. Furthermore, if VA determines any services the support contractor(s) will perform in assessing compliance are advisory and assistance services as defined in FAR 2.101, Definitions, the support contractor(s) must also enter into an agreement with the contractor to protect proprietary information as required by FAR 9.505-4, obtaining access to proprietary information, paragraph (b). The contractor is required to cooperate fully and make available any records as may be required to enable the CO to assess the contractor's compliance with the limitations on subcontracting or percentage of work performance requirement. Accordingly, any contract resulting from this solicitation will include these clauses. The contractor is advised in performing contract administration functions, the CO may use the services of a support contractor(s) to assist in assessing contractor compliance with the subcontracting commitments incorporated into the contract. To that end, the support contractor(s) may require access to the contractor's business records or other proprietary data to review such business records regarding contract compliance with this requirement.
