- SUBJECT: NOTICE OF INTENT TO AWARD SOLE SOURCE TO CHIMERA ENTERPRISES INTERNATIONAL FOR A JOINT TECHNICAL ANALYSIS INTEGRATION CELL(JTAIC), PROGRAM MANAGER. The U. S. Army Contracting Command, Tenant Division, Aberdeen Proving Ground, MD intends to negotiate solely (as prescribed in FAR 6.302-1) with Chimera Enterprises International, Inc., 2893 Yost Ct., Edgewood, MD 21040, a Service Disabled Veteran-Owned Small Business (SDVOSB). The contractor shall provide overall management of operations, projects, cost and budgets, personnel, planning, quality control, direction, coordination, deliverable submissions, and actively participate in unit training and deployment exercises to assure effective contract performance and act as single point contact and subject matter expert for Government Program Managers/Contracting Officer Representatives for CBRNE Technical Support and Joint Technical Analysis and Integration Cell (JTAIC) program operations. As a minimum, the Program Manager shall possess TOP SECRET I SCI and program access clearances or be eligible for immediate adjudication by the 20th CBRNE Command security authority upon award of the contract. Award to another contractor would result in substantial duplication of cost to the Government that is not expected to be recovered through competition, and unacceptable delays in fulfilling the agency's requirements. The North American Industry Classification System (NAICS) for this requirement is 561990 and the size standard is $11.0 million. Interested persons may identify their interest, in writing, to the Government point of contact. Responses to this notice must be received no later than 11:00 AM, Eastern Daylight Time, 22 September 2015.
