Brand Name Justification ATTACHMENT D-Travel and Per Diem ATTACHMENT C-Relevent Polices and Guidance ATTACHMENT B-Capabilities ATTACHMNENT A-ITEMS AND SERVICES CHARTS This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR 12.6 as supplemented with additional information included in this notice. This announcement provides as documentation that quotes are being requested and a written solicitation will not be issued. REQUIREMENT The U.S. Department of Education (Department) intends to award a firm fixed price purchase order for a SecureSphere Web Application Firewall (WAF) device from Imperva. This is a Brand Name only requirement and a Brand Name Justification is attached. The authority for which this requirement will be awarded is in accordance with FAR 13.106-1(b)(1)(i). The purpose of this requirement is to improve the security posture of the Department's web applications through the implementation of inbound and outbound application layer filtering to prevent the exploitation of web application vulnerabilities. This purchase is focused on the acquisition and installation of COTS web application security solution that satisfies the Department's Office of Inspector General's (OIG) Information Technology Audits and Computer Crime Investigations ( ITACCI ) Network requirements, which are specified in this Request for Quotations (RFQ). The on-site help shall only require a NTE 40 hours for a one (1) time visit. The Contractor shall also provide annual premium support from the Manufacturer (Imperva). The items and services the Contractor shall provide are located in Attachment A of this RFQ. The capabilities required of the WAF are located in Attachment B of this RFQ. DELIVERY AND INSTALLATION Delivery The Contractor shall deliver WAF device and it's components within 30 days of award to: US Department of Education-OIG 550 12th ST SW, Washington, DC 20024 Installation All work shall be performed on-site at the U.S. Department of Education Washington D.C. located at: US Department of Education-OIG 550 12th ST SW, Washington, DC 20024 Unless required to directly support hands on maintenance on the physical device(s) Installation of the WAF will be arranged between the Department's Contracting Officer Representative (COR) and Contractor. The COR and the COR's information will be provided at time of award. TRAVEL AND PER DIEM In accordance with Attachment D, Travel expenses shall not exceed the amount designated. Travel Receipts are required to be submitted with invoices. GOVERNMENT RESPONSIBILITY Government Furnished Equipment/Information The Government will ensure that the supported devices are properly installed and configured for network access. QUOTE INSTRUCTIONS The simplified acquisition process procedures set forth in FAR Parts 12 and 13 will be used. The resulting purchase order shall be awarded based on technical acceptability and price. All interested authorized resellers are requested to submit a written quotation which will be considered by the Department. Quotations maybe submitted on a company letterhead. Quotations shall include RFQ number, proposed unit price, discounts, and the prosed total price, and company name, point of contact, address, phone number, fax number, tax identification number, and DUNS number. Offer must be valid for 30 calendar days after submission. Quotations are due September 22, 2015 at 2:00pm, EST. Quotations shall be emailed to Kimberly Perkins at kimberly.perkins@ed.gov and Max Lequang at max.lequang@ed.gov. Please ensure that all emails state RFQ# ED-OIG-15-Q-0042- Company Name in the email subject line. QUOTE EVALUATION Award will be made to the Contractor whose quote conforms to the Attachment A and the information in the RFQ and represents the Lowest-priced Technically-Acceptable (LPTA) quote. Technical Acceptability will be determined by confirming that the Contractor is an authorized reseller of the required device and services.
