Description
The United States Department of Agriculture (USDA)/Animal Plant Health Inspection Service (APHIS)/, Surveillance Preparedness and Response Services (SPRS) Logistics Center in Kansas City, MO intends to award a sole source, 5-year Indefinite Quantity/indefinite Delivery contract to ICL Performance Products Limited Partnership (DUNS: 085271638 CAGE Code: 1RKV8), for the supply of 5 gallon containers (48/pallet) or 55 gallon drums (4/pallet) of Phos-Chek WD881 Class A foam concentrate (To be delivered anywhere in the continental U.S. within 48hours). The Government plans to issue orders requiring delivery to multiple SPRS destinations to be used in preparation of possible foam depopulation projects this Fall in an effort to control the further spread of Highly Pathogenic Avian Asian Influenza (HPAI). This procurement is being conducted in accordance with FAR 6.302-1 Authority. Citation: 41 U.S.C. 3304(a)(1). The property or services needed are available from only one responsible qualified source at this time and no other type of property or services will satisfy these needs. ICL Performance Products Limited Partnership is the original manufacturer for the Phos-chek WD881 Fire Foam and they are the only company with the capacity to make deliveries of the quantities needed within 48 hours anywhere in the continental U.S. USDA/APHIS/SPRS Logistics have used both Phos-chek WD881 and Ansul Sil-vex. During the last HPAI outbreak. The Sil-Vex foam failed to produce foam that would hold up long enough to complete effective depopulation of infected premises leading to animal welfare issues. SPRS did not have a single failure or any other issues with the Phos-chek product used in support of outbreak operations. Through research completed by the University of Delaware who were instrumental in the development of the Kifco Avi-Foam unit the NVS deploys, and the North Carolina Department of Agriculture who created the portable crated foam systems in the NVS inventory; Phos-chek WD881 has proven to produce a better quality foam and has fewer corrosive properties than Sil-vex which extends the life of their equipment. The quality of the foam produced allows SPRS teams to quickly complete the required depopulation operations greatly reducing animal welfare concerns on the sites. Research and use also indicates Phos-Chek works best in colder climates Any Equivalent Product to the Phos-Chek WD881 Class A foam Concentrate must contain the following properties: • Viscosity of 50 centipoise at 75 degrees F, 150 centipoise at 40 degrees F, 450 centipoise at 32 degrees F • Density of 8.53 lbs per US gallon • pH of 7.0 - 8.5 In addition, the foam shall meet the following: • USDA Forest Service approved • Underwriters Laboratory (U/L) Listed Wetting Agent • Contain no hazardous materials • Readily biodegradable • Vendor needs to be able to deliver at least 26 pallets of either the 5 gallon containers or 55 gallon drums anywhere in the continental U.S. within 48hours. This Notice of Intent is not a request for competitive proposals. No solicitation documents are available and telephone requests will not be honored. However, if a firm believes it can meet the requirements it must furnish information about its products and services to the Contract Specialist listed on this notice by 4:00pm. Mountain Time (MT) on the closing date of this notice. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirement. The North American Industry Classification System (NAICS) code for this acquisition is 325320-Pesticide and Other Agricultural Chemical Manufacturing, and the Small business size standard is 500 Employees. Responses received after the response date or without the required information will be deemed nonresponsive to the synopsis and will not be considered.
