- Statement of Work The United States Department of Agriculture (USDA), Agricultural Research Service (ARS), National Agricultural Library (NAL) intends to award a sole source contract to American Society of Agricultural and Biological Engineers (ASABE). The purpose of this award is to provide electronic access via the internet for all USDA users to the ASABE Online Technical Library. See attached - Statement of Work (SOW) and title list. The National Agricultural Library (NAL) is mandated (7 U.S.C. 3101) to serve as the primary agricultural information resource of the United States. One of its functions in that role is the acquisition of information in all aspects of agriculture and allied sciences. In support of this function, the NAL acquires databases in electronic format from publishers and makes the databases accessible to USDA employees and library patrons via the internet. In keeping with its charge to collect agricultural and related information, it seeks to maintain a collection of publications in various formats from a variety of publishers and sources. The government is not proposing to purchase a particular article, periodical, etc. Instead, NAL requires a contractor with ownership of and access to certain articles, periodicals, etc. Not all articles, periodicals, etc. are available from all publishers in the format required by the NAL. Since science is a constantly changing and expanding field, there is no way to identify exactly what articles, periodicals, etc. that NAL must acquire in order to support its mission and its customers. However NAL must have the access and it must include perpetual data rights. Scientists and researchers at large decide where to publish their findings based on the impact factors of specific journals. Moreover, many journals contain articles that chronicle the specific method and results of scientific research and each article becomes part of the permanent scientific record. Once the findings are published as a journal article, the content becomes the property of the publisher and can only be obtained from the sole published source. Subscriptions to some ASABE journals may be available from vendor sources other than ASABE. However, to sell ASABE publications, other vendors must have ASABE's approval. Only ASABE, as the copyright holder of the journals, can and will provide perpetual access rights to its content. ASABE publications available in the ASABE Online Technical Library are of highest importance to agricultural research. ASABE's research publications are heavily used by ARS scientists and USDA staff. NAL must have perpetual access rights in order to collect and preserve the full archives of the journal content to which it subscribes in order to establish and maintain a comprehensive research collection. Access to material only available from this publisher is essential to fulfilling the Agency's mission. The NAICS Code for this requirement is 511120 - Periodical Publishers Authority for this sole source procurement is under 10 U.S.C.2403 (c) (1) as implemented in FAR 6.302-1, one responsible source and no other supplies or services will satisfy agency requirements. This notice is not a request for competitive quotations. No solicitation document is available and telephone requests will not be honored. Any firm that believes it can provide the services listed above may submit substantiating documentation in writing to the identified point of contact. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. A determination not to compete this proposed contract based on responses to this notice is solely at the discretion of the Government. Interested parties may identify their interest and capability to respond to this requirement no later than September 21, 2015.
