- N66604-15-Q-3437 Solicitation In accordance with Federal Acquisition Regulation 5.202(a)(13) no synopsis is required. See the solicitation posting. This synopsis is being posted to the Federal Business Opportunities (FBO) page located at http://www.fbo.gov. It is understood that FBO is the single point of entry for posting of synopsis and solicitation to the internet. This is a solicitation for Noncommercial items prepared in accordance with the format in FAR Subpart 13-Simplified Acquisition Procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested. Request For Quotation (RFQ) number is N66604-15-Q-3437. The Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) intends to purchase the following items on a Firm-Fixed Price basis: Contract Line Item Number 0001: TB-34 Heavy Weight Tow Cable, Quantity 1 EACH, 6,500 feet. TB-34 Heavy Weight Tow Cable must meet the following minimum technical specification requirements: •- Please see attached TB-34 Heavy Weight Tow Cable Technical Specification Requirements. NOTE: Please include shipping cost. NOTE : The TB-34 technical specifications associated with this requirement is labeled Distribution D which means distribution is authorized to the DOD and US DOD contractors with a valid Joint Certification Program (JCP) certification. Only offerors with an active registration in JCP will be provided access to the TB-34 technical specifications. Please visit http://www.dlis.dls.mil/jcp for further details on the program and registration. To obtain a copy of the TB-34 technical specifications your account in FBO needs to reflect your JCP certification. The TB-34 technical specifications package is uploaded to the site as an attachment with limited access by JCP certified companies only. F.O.B. Destination Naval Station Newport: Newport, RI. Required delivery is 16 weeks after date of award. This procurement is a 100% small business set-aside under NAICS code 335921; size standard is 1000 employees. Anticipate award of a Firm Fixed Price purchase order. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-78. The provision at FAR 52.213-4, Instructions to Offerors - Other Than Commercial Items applies to this solicitation. In accordance with DFARS 252.211-7003, Item Identification and Valuation, if the unit prices proposed exceed $5,000 then UID tags will be required and payment will be via Wide Area Workflow. This requirement will be awarded to the Offeror with the lowest price technically acceptable (LPTA) quote. The following addenda or additional terms and conditions apply: Defense Priorities and Allocations System (DPAS) rating is DO-C9. Contractors must be registered in the System for Award Management (SAM) (https://www.sam.gov/portal/public/SAM/) to be eligible for award. Instructions for registration are available at the websites. Offerors shall include price, delivery terms, and the following additional information with submissions : point of contact (including phone number and email address), contractor cage code, and contractor DUNS. All timely offers will be considered. Offers must be submitted via email to jason.buck@navy.mil no later than 2:00 PM EST on 23 September 2015.
