- J&A Statutory Authority: FAR 6.302-1 - Only One Responsible Source The US Department of Housing and Urban Development is issuing a combined synopsis/solicitation for a commercial item prepared in accordance with the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in and attached to this notice. This announcement constitutes the only solicitation from which a proposal will be requested. The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-83. The North American Industry Classification System (NAICS) is 541511 and the Business Size Standard is $38.5 million. This will be a firm-fixed price contract for a base year and two (2) twelve month option periods for commercial software maintenance support for IBM Rational System Architect for System z Floating User Software subscription and Support Reinstatement and IBM Rational System Architect XT Read Write for System z Floating User Software Subscription and Support Reinstatement.The US Department and Housing and Urban Development intends to issue, on a sole source basis with International Business Machines Corporation located at 6710 Rockledge Drive, Bethesda, MD 20817-1827. The proposed contract action is for software maintenance for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement by submitting a quotation to include functional specifications/descriptions and pricing. This notice of intent is not a request for competitive quotations; however, all data received within three (3) days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Destination - FOB.
