- Attachment for N00019-15-R-0081 Attachment for N00019-15-R-0081 Attachment for N00019-15-R-0081 The Naval Air Systems Command (NAVAIR) tentatively plans to conduct a full and open competition for the AN/SPN-50(V)(1) Shipboard Air Traffic Radar (SATR) Technology and Risk Reduction Phase with an option for the Engineering and Manufacturing Development phase as addressed in the FEDBIZZOPPS synopsis of 23 December 2014. On 24 February 2015, NAVAIR posted a synopsis which announced an Industry Day for this procurement and stated that a draft Request for Proposal (RFP) for this requirement would be posted to the NAVAIR Homepage. The purpose of this synopsis is to provide publicly assessable draft RFP documents to you and describe procedures for obtaining the SPN-50 SATR Specification. The NAVAIR Homepage is inoperative; as a result, publicly assessable RFP documents are attached to this synopsis. These documents consist of draft Sections B through K, draft SPN-50 SATR Statement of Work, and draft Contract Data Requirements List (CDRL) items. Industry is encouraged to download these documents and review them in preparation for the pending Industry Day on 17-18 March 2015. The SPN-50 SATR Specification is marked with Distribution Statement C which limits distribution of the document to United States (U.S.) Government Agencies and their contractors. The SPN-50 Specification may NOT be distributed to foreign contractors/foreign nationals. As a result of this constraint, the SPN-50 SATR Specification will be made available to U.S. Contractors through the AMRDEC Website. In order to gain access to the SPN-50 SATR Specification, please provide your Cage Code and e-mail address to Mr. Mike Collins of PMA-213 at michael.c.collins@navy.mil or phone (301) 737-2088. Once Mr. Collins verifies your Cage Code, he will issue an e-mail to you providing the ARMDEC link and a unique password to be used to download the SPN-50 SATR Specification.
