Description
THIS IS ONLY A SOURCES SOUGHT NOTICE. The U.S. Government currently intends to solicit a Request for Quotes (RFQ) for CAIRS.Net Cable Management and Telephony Management System (TMS) on a BRAND NAME basis, but are seeking contractors who may be able to provide this requirement in order to support a competitive procurement. Accordingly, the U.S. Government highly encourages all interested businesses (large and small) to respond to this sources sought synopsis. In addition, small businesses, in all socioeconomic categories including, (8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, Women-Owned Small Business concerns), must describe their capabilities in meeting the requirement at a fair market price, i.e., information which may help support a set-aside. The proposed contract with brand name specific software will be awarded as a Firm-Fixed-Price contract. The statutory authority for the brand name procurement is FAR 6.302-1(c)(1) as it is believed that the acquisition or portion of an acquisition uses a brand-name description or other purchase description to specify a particular brand-name, product, or feature of a product, peculiar to one manufacturer. As well, the Army Federal Acquisition Regulation Supplement (AFARS) Part 5139 states, quote mark The Army's Computer Hardware, Enterprise Software and Solutions (CHESS) program, under the Program Executive Office Enterprise Information Systems, is the mandatory source for commercial information technology (IT) hardware and software purchases. CHESS contracts provide IT products and services that comply with U.S. Army Network Enterprise Technology Command, Army and DoD policy and standards. Purchasers of commercial hardware and software must satisfy their IT requirements by utilizing the CHESS contracts and DoD Enterprise Software Initiative (ESI) agreements first, regardless of dollar value. quote mark Attached is the draft Statement of Work (SOW). This notice does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited quotes or proposals in response to this sources sought notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. However, if a competitive solicitation is released, it will be synopsized on the Governmentwide Point of Entry. It is the responsibility of potential offerors to monitor the Governmentwide Point of Entry for additional information pertaining to this requirement. In response to this sources sought, please provide the following: 1. Identify any condition(s) or action(s), which may adversely affect unnecessarily restricting competition with respect to this acquisition and identify alternatives or solutions. Include the following: Provide a description of the requirement; state that the requirement is a brand name synopsis to CAIRS.Net Cable Management and Telephony Management System; provide the MICC POCs associated with the requirement; and provide the specific aspects, which unreasonably restrict competition and the rationale for such conclusion. 2. Name of the firm, point of contact, phone number, email address, DUNS number, CAGE code, NAICS code, business size identification (large business or small business), and if applicable, a statement regarding small business status, to include socio-economic status/certification(s), such as, SDB, 8(a), HUBZone, SDVOSB, WOSB. 3. Identify whether your firm is interested in competing for this requirement as a prime contractor. If subcontracting, identify any joint ventures or teaming arrangements. 4. Provide information in sufficient detail regarding previous experience (indicate whether as a prime contractor or subcontractor) on similar requirements (include size, scope, complexity, timeframe, government or commercial), pertinent certifications, which will facilitate in making a capability determination. Contractor shall clearly demonstrate they have the proper manufacturer certifications, training, and ability to obtain replacement parts to provide software, installation, training, and maintenance of the CAIRS.Net Cable Management and Telephony Management System (TMS). 5. Provide information to help determine if the requirement (item or service) is commercially available, including pricing information, basis for the pricing information (e.g., market pricing, catalog pricing), delivery schedules, customary terms and conditions, and warranties. 6. Identify how the Army can best structure these contract requirements to facilitate competition, including competition among small business concerns. 7. Provide recommendations to improve the Army's approach/specifications/draft Statement of Work for this acquiring the identified items/services.
