Solicitation Number: IES-SSJ-002 Notice Type: Special Notice Synopsis: Notice of Intent to Award a Sole Source Purchase to the following company: ESRI 380 New York Street Redlands, CA 92373-8100 Posted Date: September 18, 2015 Procurement Office: US Department of Education, Institute of Education Sciences Response Date: September 28, 2015, 10:00am EST Pursuant to the authority of FAR 13.106-1(b)(1)(i), The U.S.Department of Education's (Department) Institute of Education Sciences (IES) intends to award a single purchase order, on a sole source basis, to ESRI. ESRI is the largest developer and manufacturer of geographic information system (GIS) software in the world, and its ArcGIS platform is the industry standard. ESRI primarily distributes its products to federal agencies through direct sales, but also allows some of its business partners to resell some of its products. This arrangement is primarily designed to enable ESRI's business partners to provide product purchases and installation as part of broader GIS development and analytic services they provide to federal customers. The Institute of Education Sciences' request to purchase ArcGIS platform components does not involve or require additional development or analytic services. Moreover, ESRI's reselling policy does not necessarily apply to the full ESRI product line, or to all ESRI business partners. IES only needs the ArcGis desktop license/extensions, maintenance, and data/service The unique features and benefits of ArcGIS are too numerous to fully account for in this justification, but the following is a partial list of characteristics that justify adoption of the ArcGIS platform for the Institute of Educations Sciences' Admin Data needs. Note particularly that ArcGIS functions as a coherent, unified platform, and the benefit of that unified whole is much greater than the sum of the individual features identified below. • The ArcGIS platform is the industry standard for GIS in local, state, and federal government agencies, and ArcGIS is the most widely used GIS platform in elementary/secondary education and in post-secondary institutions. As a result, the platform is unique in its ability to support communication, data sharing, and analysis of spatial data with other federal agencies, and with the myriad local and state government agencies that regularly interact with NCES. • The ArcGIS platform was already adopted by NCES years ago to support interactive mapping and public access to spatial data. NCES's MapED website is built on the ArcGIS platform, and Admin Data's EDGE program is tightly integrated with MapED as its primary data provider. Therefore, using the ArcGIS platform for EDGE program work would leverage NCES's existing investments, and maximize long-term cost-efficiency. • The ArcGIS platform is the only enterprise GIS solution used by the Census Bureau, an essential partner and developer of the NCES EDGE program data. All of the production, review, analysis, and packaging of NCES custom spatial data products created by the Census Bureau's EDGE project staff is done through ArcGIS, and therefore NCES's review and interaction with those data is best handled with ArcGIS. This notice is not a solicitation for competitive proposal. However, the Department will give consideration to any interested party that identifies its interest and capability to provide ArcGIS or submits a proposal by the response date of September 28, 2015.
