- United States (U.S.) Department of Veterans Affairs (VA), Office of Information and Technology (OIT), Service Delivery and Engineering (SDE) VA118-15-C-0105 The Department of Veterans Affairs (VA), Office of Acquisition Operations (OAO), Technology Acquisition Center (TAC), located at 23 Christopher Way, Eatontown, New Jersey, intends to modify an existing contract to maintain coverage for Local Exchange Carrier (LEC) services on VA Region 1 Telecommunications Business Office (R1 TBO) AT&T Global Services infrastructure. TAC intends to award a sole source, firm-fixed price modification to AT&T Global Services, 3033 Chain Bridge Road, Oakton, Virginia 22124, pursuant to Federal Acquisition Regulation (FAR) Subpart 6.302-1 entitled, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." The period of performance is October 1, 2015 through October 31, 2015, with three (3) 1-month option periods. These LEC services consist of: plain old telephone service (POTS), Centrex service, Primary Rate Integrated Services Digital Network (PRI) (ISDN) service, Basic Rate ISDN (BRI) 2B+D Service, T-1 Digital Switched Service (DSS), Direct Inward Dialing (DID) numbers, Metro E-Service metropolitan-area Ethernet, or metro Ethernet network (MOE), Supertrunk to include Trunk Group and Port, Assured Private Branch Exchange (PBX) Trunk, Caller ID (name and number) feature (POTS Line and PRI Circuit (23B+D)), Three-Way Calling feature, Call Forward feature, Call Wait feature, Voicemail feature, Call Block feature, Call Hunting/Roll over feature, Call Redirect feature, Third Party Billing Block feature, Primary inter-LATA (Local access and transport area) Carrier (PIC/LPIC) provisioning, Telephone Service Priority (TSP), E-911 Private Switch / Automatic Location Information (PS/ALI), and Digital Subscriber Line (DSL), Enhanced Alternate Routing for PRI ISDN Line. Coverage and services shall be in place on October 1, 2015 with no interruptions to the circuits or services. The North American Industrial Classification (NAICS) for this effort is 57110. Refer to "Attachment A - SDP" for the Service Delivery Points (SDP). Submittal Instructions: If your company is capable of providing the abovementioned services by October 1, 2015, please submit a Vendor Capabilities Statement, limited to five pages for your company, to include a cover page which indicates your company's full name, point of contacts and your size standard for NAICS 517110.
