Description
The U.S. Army Corps of Engineers intends to negotiate and award a sole source contract with General Electric International, Inc (citing FAR part 13 subpart 13.501(a) Sole source (including brand name) acquisitions). To the best of the Government's knowledge, there are not any other firms that can satisfy this requirement in addition to meeting the required timeline needed in order to meet our mission. This procurement is proposed to provide The Memphis District Revetment Section Cranes (Crane 4919 and Whirley) with new digital front end drives. GE is the only supplier and service provider of the drive Digital Front End (DFE) solution that is specifically designed and manufactured to upgrade existing GE DC2000, GE GF2000 and DC300 drives. This DFE upgrade eliminates the need to replace an entire drive instead replacing existing control and interface components that have been obsolete and/or now un-repairable due to replacement subcomponent non availability, while retaining much of the existing drives hardware having significant remaining service life. This DFE upgrade improves drive reliability, migrates to current and planned GE renewal parts availability, and incorporates current drive and control technology allowing the U.S. Army Corps of Engineers to extend the useful life of their previous investment. Additional drive upgrade versus replacement benefits are commonly; lower cost, shorter delivery, faster site implementation, and lower risk. Award of this contract will be in accordance with Federal Acquisition Regulations (FAR) Part 12, Acquisition of Commercial Items. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS, however interested firms may submit a capability statement in response to the above requirement with cost/price information by September 24, 2015 NLT 10:00 AM CST to Sierra Marshall, Contract Specialist, Fax: (901) 544-3710, Email: Sierra.s.marshall@usace.army.mil. A determination by the Government not to open competition based responses to this notice is solely within the discretion of the Government.
