- RFQ This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. (1) W912ES-15-T-0181 is issued as a request for quotation (RFQ). (2) The RFQ and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-83, Effective 03 Sep 2015. (3) This RFQ is being conducting using unrestricted competition. (4) Contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable): See W912ES-15-T-0181. (5) Description of requirements for the items to be acquired: See W912ES-15-T-0181. (6) Date(s) and place(s) of delivery and acceptance and FOB point: 107 Rushing RD Scott City MO 63780 or a Coast Guard approved Marine refueling dock facility within 5 miles of mile marker 48. Deliver on September 23rd or 24th 2015. FOB Destination. (7) The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. (8) The provision at 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. Award will be made to the lowest price offer conforming to the RFQ. (9) The provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, applies to this acquisition. The offeror shall complete only paragraphs (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) Web site accessed through http://www.acquisition.gov. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (p) of this provision. (10) The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. (11) The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition. There are additional FAR clauses cited in the clause which can be found in W912ES-15-T-0181. (12) Additional contract requirement(s) or terms and conditions determined by the contracting officer to be necessary for this acquisition and consistent with customary commercial practices: None. (13) Defense Priorities and Allocations System (DPAS) and assigned rating: Not applicable. (14) The date, time and place offers are due: 3:00 PM, CST 21 September 2015.
