- FPS Nationwide Map FPS Nationwide CCV Workbook RFI Questions Purpose This is a Request for Information (RFI) is issued solely for information-gathering and planning purposes. The purpose of this RFI is to conduct market research pursuant to Federal Acquisition Regulation (FAR) Part 10 and to identify companies that are capable of performing the functions described herein. It does not constitute a Request for Proposal (RFP) or a promise to issue a RFP in the future. Responses to this RFI will not affect a potential offeror's ability to respond to any RFP that may follow. Please ensure that any sensitive or protected information is marked as such. Background As delegated under 40 U.S. Code § 1315, U.S. Department of Homeland Security (DHS), National Protection and Programs Directorate (NPPD), Federal Protective Service (FPS) protects Federal facilities and their occupants by conducting law enforcement and protective security services throughout the United States (U.S.) and U.S. territories. The Risk Management Division (RMD) is fundamental to all FPS operational activities such as facility risk management, law enforcement, threat management, headquarters operations integration, and operational training and exercises. The RMD mission is to reduce risk by determining Federal facilities' vulnerabilities and consequences. Protective security of Federal facilities includes physical security assets such as Closed Circuit Video (CCV) equipment. FPS routinely uses Closed Circuit Video (CCV) equipment to monitor lobbies, stairwells, other interior, and exterior areas of Federal facilities. This assists with the detection of unauthorized physical entry into a Federal facility and monitoring of suspicious behavior. General Requirement Information FPS is planning for a potential acquisition. It is anticipated that the Government will seek to award a one-year contract with four (4) one-year option periods. It is the intent of DHS/NPPD/FPS to identify Commercial-Off-The-Shelf (COTS) products and services and determine the cost parameters associated with those products and services. The Government is seeking to identify vendors capable of providing maintenance, installation, repair, replacement and upgrades of CCV equipment for approximately 960 Federal facilities located nationwide across 11 regions (see Appendix A - FPS Regions) and non-foreign Outside the Continental United States (OCONUS) (i.e. Hawaii, Alaska, Guam, Saipan, Puerto Rico, American Samoa, and U.S. Virgin Islands). The CCV equipment includes, but is not limited to: enclosed server racks, digital and network video recorders, video encoders, video analytics software, and cameras (interior, exterior, fixed, Pan-Tilt-Zoom (PTZ) (360 degree and 180 degree panoramic views), wireless, thermal imaging, etc.). The attached Microsoft Excel workbook provides a list of the FPS facilities, CCV equipment and status (working or non-working) for all 11 regions. This workbook provides a forecast of CCV equipment requiring repair and/or replacement and the total number of facilities requiring preventive and corrective maintenance service agreements. RFI Responses The detail provided through this RFI will better assist FPS in refining the necessary scope of work, anticipated labor mix associated with that work and ultimately in considering a procurement strategy that is in the best interest of the Government and the Vendor community and will supply a solution that will ensure mission success. The RFI response shall be contained in two (2) separate volumes. For Volume I, RFI response to the questions, please include your full company name, address, applicable POC e-mail address, and DUNS number. Please ensure that your response only addresses the questions provided in this RFI. A 10 page limit is set on all responses which will allow for the Government team to review and process the detail provided in a timely manner. For Volume II, include marketing materials, letters of recommendation, and equipment specifications not included in Volume I. Volume II does not have a page limit.
