- CT II J&A 24 Aug 2015 The purpose of this announcement is to publish the amended Justification and Approval (J&A) for other than full and open competition for the award of modification P00013 to Contract FA8707-11-D-0002 to increase the Delivery Order total value ceiling for this Indefinite Delivery/ Indefinite Quantity Contract. The ceiling increase will permit a Delivery Order in support of the Combat Track II System B-52H Cryptographic Modernization Initiative (CMI) Retrofit. This effort is sole sourced to The Boeing Company, 15059 Conference Center Drive, Chantilly, VA 20151-3802. This action was accomplished non-competitively based on 10 USC 2304(c)(1), as implemented by FAR 6.302-1, because the supplies or services required by the agency are available from only one responsible source. The modification is to provide a ceiling incease for the CMI Retrofit efforts supporting the B-52H platform, with the current contractor to include the procurement, integration, and testing of all components and materials necessary to deliver retrofitted CT II Systems to the user. This includes, but it is not explicitly limited to: configuration control and management of hardware/software baselines; engineering changes necessary to comply with specified DoD and service mandates; and continuted interoperability with external CT II interfaces. CMI Retrofits shall bedefined as engineering and management activities necessary to retrofit fielded CT II tranceivers from their current configuration to a CMI-compliant configuration. In total, the CMI Retrofit effort is planned to upgrade sixty-three (63) transceivers. The CT II system uses worldwide-capable, military controlled relay satellites to transmit GPS positions, two-way message text, and small text and/or imagery files via an encrypted, near real-time, burst communication scheme. CT II is an enhanced Time-Division Multiple Access (TDMA) system that can serve hundreds of users per dedicated narrow-band or shared wide-band channel per continent. The CT II airborne suite is comprised of the following elements; a laptop computer with Tracker Software; an Ultra High Frequency (UHF) Satellite Communication (SATCOM) tranceiver with embedded cryptography and internal GPS; an external UHF antenna diplexer; and a set of connecting cables. The airborne suite is a mobile, transportable system, and can be used on any aircraft that has the requisite antennas and power source. The ground suite is technically identical to the aiborne suite, but is typically employed in a stationary environment to facilitate the relay of information throughout the mobility fleet, and maintains an external connection to the Air Force Network.
