- Justification for Other Than Full and Open Competition (JOFOC) FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. Brand Name Only. (a) Authority. (1) Citations: 10 U.S.C. 2304(c)(1) "Unique supplies or services available from only one source or only one supplier with unique capabilities" SUBJECT: Justification for Other Than Full and Open Competition (JOFOC) The supplies and services listed below are necessary for the below sole source procurement. Competition is precluded for reasons indicated below. There are no substitutes or additional brands that will satisfy this requirement. The General Services Administration (GSA) Office of Inspector General (OIG), Office of Investigation (JI), requires updated vehicle tracking equipment to complete their mission. IDENTIFICATION OF CONTRACTING ACTIVITY AND ACTIVITY COMPONENT: The General Services Administration Office of Inspector General (OIG), Contracting Office (JPC), is responsible for this procurement, on behalf of the United States Government and the GSA Office of Inspector General, Office of Investigations (JI), 1800 F Street, NW, Washington DC 20405. DESCRIPTION OF PROCUREMENT BEING APPROVED: Description Quantity CovertTrack Stealth III (S3) Advanced with External Battery pack (AA Batteries) and Vehicle Hardware Kit 3 Airtime (1 year) of Unlimited 5 Second Updates & Annual Subscription to access the CovertTrack Mapping Product 3 Live GPS trackers are used by Special Agents to gather evidence relating to geographic location and allow agents to view the location of a tracker live via an application accessible via the internet. The Live GPS devices are placed on or in items such as vehicles and packages where their movements can be monitored live, via email, as opposed to historical data accessible after a passive GPS tracker is removed from an item and the data is accessed. The three CovertTrack S3 GPS trackers will replace three trackers being currently used by JI field offices. These trackers are being replaced because of an increase in annual cost and expiring equipment technology, 2G. The web applications have additional functions. The users are able to set parameters to maximize battery life of the tracker, to be notified via text when the tracker moves into or out of the designated area, and can notify the user when the tracker senses movement or light. Additionally, the application maintains a log of tracker coordinate and a graphic interface map where users can replay the movements of a tracker. Data can also be downloaded for archival evidence purposes. CovertTrack S3 has been tested by OIG JI field offices and has been found to meet their needs. Battery life is 3-6 weeks. Other features include prompt search area coordination accurate documenting and transmission of data throughout the U.S. This model has capabilities suitable for agent use, internal battery with suitable run time and external battery capability, concealability consistent with the mission, battery life, and one web page with username and password to utilize when multiple units deployed. It has been determined that it is in the best interest of the Government to procure Stealth III GPS trackers and the included annual Airtime subscription from CovertTrack Group, Inc. Estimated value: $ XXXXX UNIQUE QUALIFICATIONS OF CONTRACTOR: CovertTrack Group, Inc is the manufacturer and the distributor of CovertTrack S3.
