- Description
- SMEA is aimed at improvement of the financial and operating performance of at least 6,000 small and medium enterprises (SMEs) in Pakistan in a maximum of seven industrial, manufacturing and service sectors. SMEA will further test the hypothesis that SME-led economic growth creates employment, unleashes entrepreneurship and reduces poverty. SMEA will promote competitiveness at multiple levels. The multi-level approach is consistent with the findings of studies commissioned by USAID on Pakistan's SME sector and a USAID-supported study that reviewed several evaluations of private sector development projects implemented by USAID, the World Bank, the Inter-American Development Bank, and the U.K. Department for International Development (DFID) to determine best practices in promoting economic growth. SMEA proposed interventions correlate directly with the combination of interventions that the report identifies which create the greatest opportunity for "strategic impact." The Contractor will be expected to use great discretion in focusing on select reforms that are not only sorely needed but also enjoy a high level of support by the GoP and private sector institutions.
