- Per Federal Acquisition Regulations (FAR) Part 5.102: Availability of Solicitations, this combined synopsis/solicitation is ONLY a request for quote from SBC Global Services. This is a sole source requirement for integrated, switched voice and data telecommunications services via Central office based, dial tone facilities at the Naval Station (NAVSTA) Great Lakes, Illinois. This is not a request for quote from any other contractor other than SBC. The Fleet Logistics Center Norfolk (FLCN) Contracting Department, Philadelphia Office, intends to procure voice and data telecommunications support services. The requirement is to obtain service for up to approximately 3,900 telephone stations on NAVSTA Great Lakes and tenant activities located in the Great Lakes, IL area. The required services include analog and digital circuit service, local area calling, ISDN Basic Rate Interface service, ISDN Primary Rate Interface circuits, high capacity (T1/DS1) digital circuit service and maintenance and service responsibilities as defined in the current Illinois Commerce Commission regulations. The service provides access to the Public Switched Telephone Network (PSTN), Defense Switched Network (DSN) and Federal Technology Service (FTS-2001). To perform the required Centrex services, the contractor must have access to a Central Office/cable plant with a major switch and maintain the outside cable plant delivering services to multiple Rate Demarcation Plants located in buildings throughout NAVSTA Great Lakes. FLCN ™s intent is to process this procurement on a sole source basis to SBC Global Services. The statutory authority permitting other than full and open competition is Section 4202 of the Clinger-Cohen Act of 1996- a sole source acquisition under the authority of the test program for certain commercial items, as implemented by FAR 13.501(a).Interested offerors may identify their interest and capability to respond to the requirement or submit a capability statement. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The applicable NAICS code is 517110.
