Description
The solicitation package will be available for download on or about October 6, 2015. Furnish all planning, supervision, labor, equipment, materials and replacement parts, transportation and supplies required to efficiently maintain Government owned facilities and equipment on the Jim Woodruff and Lake Seminole, Chattahoochee, Fl. Work will entail maintenance and/or repair, and operations of facilities, vehicles, and equipment. Cleaning, custodial services, refuse removal, grass mowing, trail maintenance, maintenance of boundary lines, maintenance of signs, barricades, gates, bumpers, posts, fencing, traffic counters and fire extinguishers. In addition, the contractor will provide services such as pest control, aquatic plant control, operation of receptionist desks and visitor centers, renovation of recreation facilities, cleaning services, and storage and disposal of hazardous and/or toxic materials. The Lake Seminole project, originally authorized as the Jim Woodruff Lock and Dam project by the River and Harbor Act of 1946, was the first of three locks and dams constructed for navigation, hydropower, recreation and related purposes on the Apalachicola, Chattahoochee, and Flint River systems. Lake Seminole borders both Georgia and Florida and has 37,500 acres of water and over 22,000 acres of surrounding land. It is anticipated that a Cost-Plus-Award-Fee contract will be awarded for a base year and four, one year options. In general (not all inclusive), work will entail maintenance and repair of project structures, buildings, offices, maintenance facilities, operation areas and roads: locks, dams, spillways and miscellaneous flow structures; vehicles, bathhouses, washhouses, toilets, gatehouses, security and other fences, sanitary disposal systems, launching ramps, playground equipment, bulletin boards, game courts, water and electrical systems, telephone lines, picnic sites, campsites, and other related facilities. Work required to perform this type maintenance includes carpentry, masonry, electrical, mechanical, structural, plumbing, chipping, caulking, sealing, cleaning, resetting, welding and replacing parts or equipment. The Jim Woodruff and Lake Seminole Project, now known as Woodruff/Seminole Site of the ACF Rivers Project, is located in Georgia and Florida. Completed in 1957, the multi-purpose project includes authorized purposes of hydropower, navigation, and recreation. The project site is located in the Florida counties of Gadsden and Jackson and the Georgia counties of Decatur and Seminole. The Recreation program provides opportunities for boating, fishing, picnicking, swimming and camping. Lake Seminole is over 35 miles long with over 22,000 acres of project lands, 37,500 acres of water and 15 different recreation areas. There are 5 commercial marinas, 18 leased day use areas, and two state parks. Recreational visitation averages about 1.2 million visitors per year. Lake Seminole borders both Georgia and Florida extending up the Chattahoochee River 30 miles and up the Flint River 35 miles and has 376 miles of shoreline. Jim Woodruff Dam is the southernmost dam on the Apalachicola-Chattahoochee-Flint River navigation system. Jim Woodruff Lock has a lock chamber measuring 82 feet by 450 feet and a maximum lift of 33 feet. The navigable channel extends from Columbus, Georgia on the Chattahoochee River and Bainbridge, Georgia on the Flint River and down the Apalachicola River to the Gulf of Mexico. Jim Woodruff Dam includes three hydropower units with a maximum output of 14,500 kilowatts each, a 766 foot long gated spillway with 16 vertical-lift gates, a 1584 feet long fixed-crest spillway, and an earth dike that is 3600 feet long. This procurement will be 100% set-aside for small business. The size standard for which is a concern, including its affiliates whose average annual gross revenue does not exceed $35,500,000.00 for the past three (3) years under NAICS 561210.
