- NASA/GSFC has a requirement for Engineering Services to develop an electric field instrument for a 6U CubeSat. For this system, they require that six booms with tip-mounted sensors be deployed from the spacecraft. In partnership with NASA Goddard, to design, fabricate and test a breadboard instrument based on deployable composite boom technology. NASA/GSFC intends to the employ services from Composite Technology Development, Inc. It is our understanding that this is the only vendor that can provide these services based on the four-boom mechanism that is currently being developed under a parallel NASA Phase I SBIR. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Odessia Becks via e-mail at Odessia.H.Becks@nasa.gov, not later than 11:30 a.m. east local time on September 28, 2015. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. NASA Clause 1852.215-84, Ombudsman, is applicable.
