- BLANK SOS REQUEST FOR CLARIFICANTION SPEC COMBINES SYNOPSIS/SOLICITATION COMBINED SYNOPSIS/ SOLICITATION FOR PROPULSION SYSTEM GROOMS AND ASSESSMENTS USCGC ASPEN (WLB 208) This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued. The solicitation is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-83. This requirement is being solicited as a Total Small Business Set-aside using Simplified Acquisition Procedures per FAR Subpart 13. The NAICS Code is 336611, Ship Building and Repairing with a small business size standard of 1,000 employees. The solicitation number is HSCG85-15-Q-P45B45. CONTRACT ADMINISTRATION: The U.S. Coast Guard Surface Forces Logistics Center will perform all contract administration under this contract. The location of the Contracting Officer and Contract Specialist for the contract is at 1301 Clay Street, Suite 800N, Oakland, CA 94612. Communication pertaining to the contractual administrative matters shall be addressed to the Contracting Officer/Contract Specialist listed below. Changes in or deviation from the scope of work will not be effected without a written change request and modification to the contract as executed by the Contracting Officer. The Contracting Officer for this requirement is Mr. Andrew Jacobs. He may be reached at 510-637-5974 or Andrew.G.Jacobs@uscg.mil. The Contract Specialist is Karen Scott. She may be reached at 510-637-5973 or Karen.Scott@uscg.mil. The Contract Specialist services as the point of contact between the Contractor and the Contracting Officer. This person does not have a warrant that provides the authority to contractually commit the government. The Contracting Officer's Representative (COR) is ENG2 Matthew Thornton. The COR may be reached at (410) 582-4737or Matthew.T.Thornton@uscg.mil. The COR is the government personnel designated in writing by the Contracting Officer to act as a technical advisor for the Contracting Officer for terms within the scope of the contract. A designation letter will set forth the authorities and limitation of the COR under this contract. PLACE OF PERFORMANCE Work will take place onboard the USCGC ASPEN (WLB 208) home pier which is located at 1 Yerba Buena Island, San Francisco, CA 94130-5013. PERIOD OF PERFORMANCE Work is scheduled to begin on or about 19 OCT 15 on or about 23 OCT 15. ANTICIPATED AWARD DATE The anticipated award date is on or about 28 SEP 15. However, it is subject to change. The government intends to award a firm-fixed price contract resulting from this solicitation to the responsible vendor whose complete quote, conforming to the solicitation, provides the best and final offer. QUESTIONS AND REQUEST FOR DRAWINGS The last day to request drawings or ask questions regarding this solicitation is 23 SEP 2015 at 3:00PM PST. After this date further requests may not be accepted due to time constraints. DESCRIPTION OF WORK The Contractor shall furnish all necessary labor, material, services, equipment, supplies, accessories, consumables, and such other things as are necessary, except as otherwise specified, to perform dock side repairs and alterations to the vessel, in accordance with this combined synopsis/solicitation and attached U.S. COAST GUARD IDIQ 225-FT SEAGOING BUOY TENDER (225 WLB) - PROPULSION SYSTEM GROOMS AND ASSESSMENTS FY2015 SPECIFICATIONS, Rev-3, 13 JUN 2015. (a) Failure to read the specification in its entirety will not relieve the offeror from the responsibility for properly estimating the difficulty or price of successfully performing the work. Failure to do so will be at the offeror's risk. Each quoter shall furnish the information required by the solicitation, which includes: 1. Schedule of Supplies and Services filled out with a cost associated with each CLIN and cost and breakdown as outlined on page 4. 2. Past Performance Documentation as outlined on page 38. 3. Small Business Self Certification 4. Proof of Insurance (Statement of Coverage from current Insurance carrier) as outlined on page 23. ALL CONTRACTORS ARE RESPONSIBLE FOR VERIFYING THE RECEIPT OF THEIR QUOTES.
