- The Naval Air Warfare Center Weapons Division (NAWCWD) intends to procure Test and Evaluation (T&E)/Training Threat/Target Systems (T4S) products and services, which will provide warfighter training and debriefing systems. T4S will be competed on a full and open basis in accordance with FAR Part 15. This synopsis provides notice for the posting of the DRAFT Solicitation and announcement of a Pre-Solicitation Conference and One-on-One meetings with industry for industry feedback on the DRAFT Solicitation. **Joint Certification Program (JCP) certification is required and proof shall be provided to the POC below to receive the DRAFT Solicitation.** The Government will host a Pre-Solicitation Conference with One-on-One meetings Wednesday and Thursday, October 14 and 15. Facility Tours will NOT be given. The Conference/Meetings will be held at the SpringHill Suites in Ridgecrest, CA; therefore, no badges are required. Meetings will be 1 hour in length on a first-come basis to those companies planning to propose as PRIME contractors (potential subcontractors/team members may attend with the PRIME if space is available). (While companies can provide a company brief, these meetings will NOT be a time to market the company.) Please email requests with names of those who plan to attend to the POC below. The deadline to submit requests for a One-on-One meeting is Thursday, 10/7/2015. The Government is particularly interested in meaningful feedback on the DRAFT Solicitation. Companies are encouraged to also email questions or comments to the POC below BEFORE and AFTER the Pre-Solicitation Conference. These questions/comments and responses will be posted each week as a modification to this synopsis. While questions/comments to influence possible revisions to the FINAL Solicitation are due by 10/31/2015, the Government will continue to take questions/comments after that date. Please reference document and page numbers with each question/comment. The objective of the Combat Environment Simulation Projects (CESP) Branch at the Naval Air Warfare Center Weapons Division (NAWCWD), China Lake, California, is the research, development, delivery, sustainment, and upgrade of threat systems, range instrumentation equipment, range command and control equipment, data routing, storage, and display equipment, and associated software used for pre-deployment aircrew warfighter training and weapons systems T&E at Department of Defense (DOD) Allied training and T&E Ranges. The follow-on will entail three separate competitions to fulfill the requirements being met under the current Combat Environment Simulation (CES) Multiple Award Contract (MAC). The first competition will be T&E/Training Threat/Target Systems (T4S), which provides warfighter training and debriefing systems; the second will be the Aircrew Electronic Warfare Tactical Training Range (AEWTTR), which provides ground Electronic Warfare (EW) and Surface-to-Air (SA) weapons threats; and the third will be the Combat Environment Instrumentation Systems (CEIS), which provides time-space-position information (TSPI) instrumentation and unmanned threats and targets. This synopsis covers T4S. AEWTTR will be covered under a second synopsis released at about the same time as T4S. CEIS will be covered under a third synopsis, but will not be released until sometime in October or November. Companies should also note that the acquisition approach being considered for AEWTTR is significantly different than previously used to award the current MAC. The following is the acquisition approach for the AEWTTR procurement: 1. The requirement will be solicited as predominantly Supply/Product with some ancillary Services. The current contract is Research and Development (R&D) Services. Over time the ratio of hardware/software to Services has increased and is currently about 60-70% Supply. 2. The requirement will be solicited as a Single Award versus the MAC that applies to the current contract. It is the Government's intent to increase competition at contract award with this change as opposed to the limited competition being experienced currently at the task order level. 3. The requirement will be solicited as Cost-Plus-Fixed-Fee with some Firm-Fixed-Price line items. The current contract does not include any Firm-Fixed-Price line items. 4. The Government is using Scenario-Based Pricing. This technique will be used to analyze the Offeror's technical approach and proposed costs, and entails pricing two sample orders - one for product and one for service - that are representative of the work to be performed under this requirement. The Offeror will provide a cost/price proposal for the scenario and the Government will evaluate the proposal for cost realism. 5. Orders will be more project specific as opposed to the broader scope ordered under the current MAC. The solicitation or Request for Proposal (RFP) will be posted on the FEDBIZOPPS website at http://www.fbo.gov/ on or about 9/30/2015.
