- STATEMENT OF WORK (SOW) as of 07/17/2015 1. Contract Title. Motivational Enhancement Therapy (MET) training program. 2. Background. This training program will provide VAMC Coatesville staff with instruction in the use of Motivational Enhancement Therapy (MET), an approach to the treatment of substance use disorders. We are requesting that a contract be developed with consultant to assist in the training effort. This requested work does not relate to work already accomplished or ongoing through other vehicles. This contract is required as local staff do not have the capacity to cover all aspects of the MET training program. 3. Scope. Training and consultation will review and "code" up to 90 audio recordings of veteran counseling sessions conducted by trainees in the MET training program. A brief feedback reports on each recording will be prepared by the consultant and sent back to the trainers at VAMC Coatesville. This work will only be performed for trainees at VAMC Coatesville. 4. Specific Tasks. 4.1 Task 1 - Code audio recordings of Veteran sessions using Motivational Interviewing Treatment Integrity (MITI) scale. 4.2 Task 2. Prepare a brief feedback report based on the results of the MITI coding. Deliverables: The above feedback report will be sent to the lead trainer at VAMC Coatesville. 5. Performance Monitoring The Program Manager in conjunction with the COR will assure quality by ensuring that, once an audio recording of a veteran session is submitted by VAMC Coatesville, the contractor returns coding information and a feedback report in a timely fashion. Timeliness will be determined by reviewing a tracking form kept by the lead trainer at VAMC Coatesville which notes the day on which a recording is sent out and when coding information and a feedback sheet for that recording are returned to the lead trainer. 6. Security Requirements This work will be security sensitive, as we will be sending audio recordings of veteran psychotherapy sessions. There will be no identifying information included with the recordings. 7. Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI). Other than necessary release of information forms, the contractor will not be given any Government-Furnished Equipment (GFE) or Government-Furnished Information (GFI). 8. Other Pertinent Information or Special Considerations. It is important that the contractor be familiar with the Motivational Interviewing Treatment Integrity coding guide. a.Identification of Possible Follow-on Work. None identified. b. Identification of Potential Conflicts of Interest (COI). No Conflict of Interest (COI) is identified. c. Identification of Non-Disclosure Requirements. A non-disclosure agreement may be necessary as the contractor will be given sensitive information (i.e., recordings of veteran therapy sessions). However, no identifying information will be included in these recordings. d. Packaging, Packing and Shipping Instructions. Audio recordings will need to be sent as attachments on encrypted email messages. Central Office is currently developing a protocol for this. e. Inspection and Acceptance Criteria. Coding information and a feedback report will be provided for all submitted recordings within 2 weeks of submission to the contractor. These dates will be displayed on a tracking form kept by the lead trainer at VAMC Coatesville. 9. Risk Control No safety or infection control concerns are identified. Sensitive patient information will be sent in audio records via email; the current project will follow VHA guidelines (under development) for doing so. 10. Place of Performance. The work will be performed at the contractor's site. The contractor will not be required to travel. 11. Period of Performance. The contract start date will be October 1, 2015. The end date will be September 30, 2016. 12. Delivery Schedule.
