Description
This notice is provided by the Air Force Life Cycle Management Center, Air Dominance Division, AIM 120 Development Branch (AFLCMC/EBAD) to announce its intent to solicit and award a contract under the authority of FAR 6.302-1 to Raytheon Missile Systems, 1151 E. Hermans Road, Tucson AZ, 85756, to support AIM-120 weapon system development lab test activities conducted at Raytheon's Tucson facility. The Government projects a 12-month contract effort to develop a plan to improve the existing AMRAAM development lab management system to give the contractor and Government program managers enhanced abilities to forecast development lab utilization by providing a more thorough and efficient means of tracking the status of all lab equipment and test capabilities. AMRAAM development programs currently being supported by the Raytheon labs are the Electronic Protection Improvement Program (Basic and Advanced), System Improvement Program, and Platform Integration. Under the prospective contract, a lab roadmap will be developed which will establish a framework for managing all AMRAAM development labs at the Raytheon Tucson facility. The framework will include a relational database, or other method, that traces how equipment status is tied to major component functionality and ultimately to the operational capability of each lab environment. The effort will also establish a sustainable baseline capability for each AMRAAM development lab that will be monitored by the contractor. A schedule will be provided to the Government Program Office that will forecast all scheduled downtimes for routine or preventive maintenance, program test requirements, and planned utilization by other programs. Additional data will also be added to the current GFP database that will display equipment availability or failure statistics which can be used as a management tool for predicting equipment reliability or future sustainment costs. Finally, the contract will included a requirement to continue maintaining existing lab test equipment, units under test, and test integration assets. In accordance with FAR 5.207(c)(16)(ii), all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. Any submission will need to demonstrate how the source can provide qualified capabilities without incurring substantial duplication of costs or unacceptable delays to the AMRAAM program activities. Responses must be received within 15 calendar days after the posted date of this synopsis. An ombudsman has been appointed in accordance with AFFARS 5352.201-9101. Before consulting with the ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the Contracting Officer for resolution. If resolution cannot be made by the Contracting Officer, the interested party may contact the Ombudsman (Interim), Ms. Jill Willingham, Acquisition Program Management Division, (AFLCMC/AQP), Wright Patterson, AFB, OH, 937-255-5472.
