- INSTRUMENTS' SPECIFICATIONS RFQ, CLAUSE MATRIX & WAGE DETERMINATION. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Drug Enforcement Administration (DEA) has a requirement for an annual full service/maintenance contract for 32 Agilent instruments. This combined synopsis/solicitation is issued as Request-for-Quote (RFQ) DJD-15-Q-0223. The quantities and description is included in Section 2 of the referenced RFQ and the attached Spreadsheet. The Government intends to award a single, firm-fixed price purchase order to the responsive, responsible offeror that can meet the needs of the government. All sources shall submit a quotation which will be evaluated. Award will be based on technically acceptable/lowest price. For an offeror to be considered technically acceptable, they shall be able to demonstrate they can provide all the services and descriptions included herein. All interested offerors shall provide ALL OR NONE in response to this combined synopsis/solicitation. This is a small business set aside. All applicable provisions and clauses are listed in the attached RFQ's "clause matrix." All sources shall submit a completed copy of the provision 52.212-3. All questions and quotes shall be submitted electronically to Carmen.Castro-Pagan@usdoj.gov. Quotes are due no later than Thursday, September 24, 2015 at 8:00 AM EST.
