- THIS ANNOUNCEMENT CONSTITUES A SOURCES SOUGHT NOTICE ONLY. No solicitation will be issued at this time. This is not a request for quote (RFQ) or a request for proposal (RFP). The government will not pay for any cost incurred in responding to this announcement. Any information submitted by respondents to this Sources Sought synopsis shall be voluntary. The Air Force Nuclear Weapons Center (AFNWC) is considering issuing a 1 year Blanket Purchase Agreement (BPA) to AEM Services, Inc. 1785 Queen Palm Way, North Port, FL 34288-8655. The period of performance will from 2 Oct 15 - 1 Oct 16. The fundamental purpose of this effort is for the contractor to provide maintenance, code upgrades, and training; support model data; perform nuclear analysis and update documentation in support of the Arsenal Exchange Model (AEM). Some travel will be required to Kirtland AFB, NM. The Contractor will be required to maintain a TOP SECRET//RESTRICTED DATA//CRITICAL NUCLEAR WEAPONS DATA clearance for access to weapons output data and other relevant information throughout the period of performance of the Blanket Purchase Agreement (BPA). The contractor must adhere to all ITAR requirements. At this time the government is unsure what the future requirements, if any, will be. The government believes this is a sole source effort IAW FAR 6.302-1(a)(2)(ii). The model has been under continuous development for the past 50 years. The last major effort to document the model was in the 1980s. At that time only 70% of the algorithms in the code were documented. The remaining 30% of the processes and algorithms and all processes and algorithms created since then have not been properly documented. There have been various reports, emails, short notes, etc. in which much of the information was documented but the information was not formally introduced into the standard AEM documentation and was not properly maintained by the government. Any other company other than AEM Services, which has been working with the model since the 1970's, would have to read the code in AEM and try to deduce the operation of the processes and algorithms. This would require extensive duplication of cost that is not expected to be recovered through competition as well as unacceptable delay, in fulfilling AFNWC's needs. Please email Statement of Capabilities (SOC), not to exceed 5 pages, to the contracting officer NLT 4 pm MST on 28 SEP 15. In the SOC please address how your company can overcome the government's sole source rationale and can satisfy the technical requirement. THIS IS NOT A REQUEST FOR PROPOSAL.
