- The United States Environmental Protection Agency (EPA) currently has a contract for the provision of on-site administration support services to all EPA facilities located in Corvallis, OR. The contract number is EP-D-10-094 and the contractor is ELYON International, Incorporated. The current contract is in its last option period, which expires on September 30, 2015. The EPA anticipates issuing a solicitation and awarding a contract to a single SBA 8(a) contractor to furnish all necessary labor, supervision, transportation, equipment, and supplies to provide on-site administration support services for all EPA facilities located in Corvallis, OR as a follow on to the current expiring contract. Due to delays in the acquisition process, EPA needs to extend the period performance of the current contract until the new contract is awarded. The EPA intends to modify Contract # EP-D-10-094 to incorporate FAR clause 52.217-8, exercise the option to extend services, and to negotiate with ELYON International, Inc., the incumbent contractor, on a sole source basis for on-site administration support services to be performed at the EPA Corvallis facilities for an additional extended period of performance (two additional months is anticipated). This notice of intent is not a request for competitive proposals, however all responses received within 10 days of this notice will be considered by the Government. Interested parties who believe that they are qualified to perform these services for an indefinite period of time, not to exceed a six month period must submit documentation to be evaluated that details the following: 1. Classified as a small business 8(a) under the solicitation ¿s NAICS code; 2. Past performance in providing on-site administration support services of similar scope, size, and complexity; 3. Transition plan that discusses the assumption of functions currently being performed for a maximum of six months and transfer of functions to the awarded contractor in a manner that causes minimal disruption; 4. Cost effective measures that will be taken to provide a firm fixed price schedule that minimizes Government costs; and 5. Ensures continuity of the required services with no disruption. The applicable NAICS code is 561210. The determination to proceed on a sole-source basis is solely within the discretion of the Government. Responses to this announcement, including the requested documentation, must be submitted by September 28, 2015.
