Description
This is a sources sought notice for market research purposes only to determine the availability of potential businesses with capabilities to provide the services described below. Potential offerors are invited to provide feedback via e-mail to Lynn.Pettit@va.gov. Responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. The intended contract period is a one-year base period plus (4) four one-year option periods. The capabilities statement for this sources sought is not expected to be a Request for Quotation, Request for Proposal or Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach, but rather the Government is requesting a short statement regarding the company's ability to provide the services outlined in the draft SOW below. Any commercial brochures or currently existing marketing material may also be submitted with the capabilities statement. This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government. The Government will not pay for information solicited. Respondents will not be notified of the results of the evaluation. STATEMENT OF WORK (SOW) 1. Background The VA North Texas Health Care System (VANTHCS) requires a full service maintenance contract to ensure that the Leica CM1950 cryostats are maintained and in proper operating condition for use. 2. Scope The contractor shall provide all parts and materials (except those considered to be consumables or accessories), labor, and travel related expenses for preventive maintenance and for all repairs not routine preventive maintenance on government owned CM1950 Cryostats. These pieces of medical equipment are located at the VA North Texas Healthcare System, 4500 Lancaster Road, Dallas, TX 75216. The contract period is from October 31, 2015 through October 30, 2016, and any option periods awarded in strict accordance with all schedules, specifications, terms, conditions and provisions of this contract. 3. Specific Tasks General Requirements: 1.Contractor must provide telephone technical support 24x7 2.Contractor must provide 1 (one) Preventive Maintenance (PM) per year. 3.Contractor must provide all labor, travel, and replacement repair parts (excluding consumables) to keep the unit in good working condition and meeting all OEM specifications for operation. 4.Contractor must provide an inspection checklist for internal and external quality audits. 5.Contractor must have an established means of escalation and higher level technical support in the event that the repair process cannot be completed in a timely manner. The level of timeliness and need for escalation will be determined on a case by case basis by the end user. 6.Contractor must have at least one field service engineer (FSE) in the local area. 7.Contractor must be able to be onsite within 72 hours when an onsite emergency repair visit is required (under normal conditions). 8.Contractor must have parts and be able to ship in-stock parts priority FedEx overnight 5. Other Pertinent Information or Special Considerations. 1.The contractor shall provide service engineers that have specialized experience with Leica CM1950 cryostats. The contractor's services engineers must be original equipment manufacturer (OEM) trained on the unit, and have a valid training certificate that is kept up to date. 2.The contractor's service engineer shall have fast access to parts, elevated troubleshooting assistance, and regional support. 3.Parts shall be shipped via overnight delivery as required if the situation is emergent. 6. Inspection and Acceptance Criteria. The POC is responsible for certifying that the work done under this contract is performed to standard. The POC is also responsible to assure the inspection and acceptance of products provided incidental to services. 7. Place of Performance. Work will primarily be performed at the VANTHCS. Applicable work may be done remotely at the contractor's facilities as pertaining to remote diagnostics and troubleshooting. 8. Period of Performance. Date of Award - one year plus four (4) one year option periods. Base Period: October 31, 2015 through October 30, 2016 Option Year 1: October 31, 2016 through October 30, 2017 Option Year 2: October 31, 2017 through October 30, 2018 Option Year 3: October 31, 2018 through October 30, 2019 Option Year 4: October 31, 2019 through October 30, 2020 9.
