Description
The USDA, ARS, Western Regional Research Center, Albany, California has a requirement for an energy efficient sterilizer. The sterilizer must be equipped with a water-saving system that reduces water consumptions by at least 90% without requiring electricity for it to function utilizing a temperature actuated, non-electric, mechanical device. Must provide automatic wastewater cooling system for wastewater temperatures that do not exceed 140°F without the need for more water and utilities e.g., without mixing/adding cold water via a thermostatic probe to reduce/lower wastewater temperatures. The sterilizer must employ an Allen Bradley Micrologix programmable logic controller (PLC) system; provide the ability to program energy efficient on/off control of steam supply to autoclave for ‘night and weekend set-back; provide diagnostic/help resource menus; provide touch-screen layout and menu system; provide printer, Ethernet communication port, surge suppressor for controls, emergency manual override, provide hardwires on all electronic components; provide radial-arm hinged, swing-out door with solid silicone gasket; provide internal pressure door lock; 120V, 60Hz, single phase electrical controls. The sterilizer unit must utilize non-proprietary solenoid valves for all steam and water functions available through various multiple sources; service repairs/maintenance must require non-proprietary parts and labor, and non-proprietary preventative maintenance agreements to maintain equipment warranties. Chamber must be stainless steel, carbon steel jacket. The chamber should have at least a minimum 15-year warranty. Footprint cannot exceed 68"Lx49Wx71"H. Provide cost for de-installation/ disconnection/removal/disposal of an existing Getinge Castle Model 513973ST sterilizer/utilities and the installation and commissioning (assembly, placement, leveling, final utility connections) of the new sterilizer including seismic anchoring/tie-down, site orientation/user training, user manuals, warranties and shipping/freight fees. Question/Responses for Sterilizer System Question: Are there required internal chamber dimensions? If so, please list them. Response: The required internal chamber dimensions are 26"W x 26"H x 49"L; the external footprint dimensions must not exceed 49"W x 71"H x 68"L. Question: Please confirm that you require a single door sterilizer and not a double-door (pass-through) configuration. Response: A single door sterilizer is required. Question: Will the sterilizer be positioned through a wall or free-standing with a stainless steel cabinet enclosure? Response: The requirement is for a free-standing sterilizer system. Question: Are pre-vacuum cycles desired? Many sterilizer manufacturers offer pre-vacuum cycles as standard, in addition to gravity and liquid cycles. Pre-vacuum cycles provide efficient steam penetration for wrapped goods and porous materials. It also allows the use of a vacuum leak test, which checks the integrity of the chamber regarding air leaks, which cannot be done with a "gravity only" unit. Response: The sterilizer system requires pre-vacuum cycles. The sterilizer will primarily be used for autoclaving animal bedding and animal cages. Question: The solicitation lists a "carbon steel jacket." We plan to offer a stainless steel jacket in lieu of carbon steel. This exceeds the specification listed. A carbon steel jacket can cause spotting and staining on instruments. This is why many manufacturers offer a stainless steel jacket as standard. Response: The minimum requirement of the solicited sterilizer system is a stainless steel chamber and carbon steel jacket. Question: Is house/building steam (50-80 PSI) available? Or does the sterilizer require an electric steam generator? Response: The sterilizer system must operate on house steam; the house steam is 70PSI. An electric steam generator is not required. Question: Is building compressed air (75 PSI minimum) available at the sterilizer? Response: Building compressed air is 60PSI (minimum) and 70PSI (maximum). Question: What floor will the sterilizer be installed on? Response: The sterilizer will be installed on the 3 rd floor. Question: If the sterilizer will be installed above ground level, is an elevator available to move the unit to its final location? Response: An elevator is available to lift the unit to its final location. Question: Is there a loading dock available for delivery? Response: A receiving/loading dock is available for delivery. Question: Can you provide more information about the existing sterilizer that must be deinstalled/removed? Such as the internal chamber dimensions? Please also confirm that the existing sterilizer is a single door configuration. Can you provide photos of the existing sterilizer? Response: The existing sterilizer is a Castle Model 513973ST steam sterilizer. Question: Can you provide a floor plan room drawing or dimensioned sketch? Photos would also be helpful. This would allow potential bidders to review the site and ensure thee are no space constraints. Response: The external footprint dimensions must not exceed 49"W x 71"H x 68"L. This solicitation incorporates the following commercial FAR clauses by reference 52.212-1, 52.212-2, 52.212-3, 52.212-4, and 52.212-5. The following applicable FAR clauses are incorporated by reference: 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.225-13, 52.232-33, 52.232-36 (FAR clauses may be obtained at www.acquisition.gov).
