- Portland District intends to award a single source firm fixed price contract to Warm Springs Geo Visions, PO Box 460, Warm Springs, OR 97761 in accordance with FAR 13.501(a)(1). Service: Portland District needs a Contractor to inventory, identify, and digitize previous works located in the Warm Springs, Oregon archives related to historic properties such as historic properties of religious and cultural significance to Indian Tribes (HPRCSITs) and traditional cultural properties (TCPs) within the established Area of Potential Effect (APE) for Bonneville, The Dalles, and John Day Corps Projects established in September 2011 by the Wana Pa Koot Koot Federal Columbia River Power System Cooperating Group. The primary deliverables of this contract are: 1) Develop a Final Report with an annotated bibliography of the inventory of studies and ethnographic works located at the Warm Springs Cultural Resource Offices; 2) Digitize existing information by geographic or cultural areas in a geo-database; and 3) Define geographic areas which have never had HPRCSIT-related studies completed or that are not adequately documented. The deliverables produced by this contract are intended to support the Portland District's obligation to comply with Section 106 of the National Historic Preservation Act by identifying HPRCSITs, by establishing the traditional cultural context of archaeological sites, and by providing a framework for evaluation of cultural resources found within the APE. A responsible source must be authorized to speak on behalf of Confederated Tribes of Warm Springs of Oregon. Responses received by October 9, 2015 at 2:00pm Pacific Standard Time will be considered by the government. Responses can be sent to the point of contact by email. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
