Draft ETSC Basic Performance Work Statement PEO STRI - Sources Sought Notification - Enterprise Training Services Contract (ETSC) **NOTE: This Notice incorporates information to be disclosed across various North America Industry Classification System (NAICS) categories to ensure the widest dissemination possible. As such, some vendors may encounter this notice several times. For those vendors, only one response is required. DESCRIPTION U.S Army Contracting Command, Orlando (ACC-ORL) and the Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) are soliciting information regarding industry's capabilities to perform a diverse portfolio of global training and training support service requirements. This enterprise program will be an Army-wide contract, expanding upon PEO STRI's enduring mission to support the Warfighter by providing cutting edge training solutions. ACC-ORL and PEO STRI will use this vehicle to manage and execute a full range of Army training and training support services for training devices and operations. In addition, this vehicle will allow Defense Security Cooperation Agency (DSCA), PEO STRI and other Life-Cycle Management Commands/Security Assistance Management Directorates (LCMC/SAMD) to manage and execute the Department of the Army Security Assistance mission, which includes Foreign Military Sales (FMS) and Building Partner Capacity (BPC). The current performance period contemplated for this effort is 5 years. ACC-ORL is currently considering the utilization of a Multiple Award Indefinite Delivery/Indefinite Quantity (MA-IDIQ) contract to satisfy this broad range of service requirements. The contract will seek to promote competition and facilitate robust small business participation. Given the extensive performance footprint of this vehicle, the Government is contemplating executing these requirements under several possible NAICS and through the utilization of award pools. These pools may be limited in size, to be determined prior to release of the formal solicitation. Upon analysis of the information solicited in this request and through collaboration with ETSC stakeholders, to include industry, the Government will refine its strategy. In order to facilitate this collaborative effort with industry, the Government will provide a window for face-to face discussions. Specifics regarding attendance and scheduling procedures for this opportunity will be disseminated via FedBizOpps in the weeks following the formal posting of this Notice. This is intended to allow interested parties time to review the associated DRAFT Performance Work Statement (PWS) and develop questions, comments and recommendations which relate to, or otherwise might be omitted from, the formal response to this Sources Sought Notice (SSN). BACKGROUND The vast majority of these requirements are currently being satisfied by PEO STRI through Warfighter FOCUS (WFF), a single award IDIQ contract. The WFF period of performance will end October 2017. ETSC is intended to fill the requirements gap with respect to the training services historically executed both domestically (within the Continuous United States (CONUS) and abroad (Outside the Continuous United States (OCONUS)). GENERAL SCOPE ETSC will provide for the following core services, broken down into three distinct areas under Section 3 - Performance Requirements of the attached Performance Work Statement (PWS). Examples are provided under each core area below to illustrate some of the services historically executed through PEO STRI and serve only to assist industry with understanding the general scope of this vehicle. 1. Training/Education and Advisory Assistance (PWS Section 3.1 and related Subsections) Topics include but not limited to: i. Military Occupation Skills (MOS) - Basic through Advanced, tactical and strategic level ii. Peacekeeping and natural disaster response/assistance iii. Military readiness iv. Medical/ First responder v. Disaster and emergency preparedness vi. Combined arms vii. Socio-political-cultural education viii. Aviation/pilot ix. Institutional training (Classroom or field) at the partner nation's military academy/academies *May also include the procurement of related ancillary supplies and equipment in support of provided training 2. Exercise Planning, Management and Support (PWS Section 3.2 and related Subsections). Topics include but not limited to: i. Battle command and military decision making training ii. Preparation of training exercise scenarios iii. Support of Army, joint, North Atlantic Treaty Organization (NATO) and coalition exercises iv. After Action Review (AAR) support v. Role-players and training operations control and oversight support 3. Training Systems Support Services (PWS Section 3.3 and related Subsections). Topics include but not limited to: i. Operations and maintenance solutions for customers requiring Instructor/Operators (I/O) and maintenance/sustainment support of Army and *non-standard TADSS. *Non-standard, as defined for this effort, constitutes devices not typically used by U.S. forces and those systems never adopted by U.S. forces but which meet customer/partner nation strategic/mission requirements. ii. Repair, Replace, or Return for customers requiring Maintenance/sustainment support of non-standard TADSS and Army TADSS requiring Instructor/Operator requirements. Contractors may be required to possess a minimum SECRET clearance, the details of which will be identified at the individual Task Order level. FMS and BPC SCOPE FMS and BPC (which includes contingency operations) will be performed in support of the U.S. Army and the U.S. Army Security Assistance Command on behalf of U.S. allied and qualified foreign governments. These requirements will require contractor(s) to possess a highly competent and culturally sensitive workforce capable of satisfying training services and support to multiple countries under multiple task orders with overlapping performance periods. The contractor(s) will be required to be familiar with and have practical experience executing in compliance with, International Trafficking in Arms (ITAR) regulations and the Arms Export Control Act (AECA). The majority of historical and expected future BPC requirements will require performance in austere environments, supporting either U.S. or allied nation contingency operations. Accordingly, these requirements will require rapid execution as they arise. Due to the expedient and potentially hazardous nature of these requirements, the Government may seek a minimal amount of awardees for these requirements as to reduce administration and response time to ensure mission success. Prospective FMS and BPC contractors could be required to perform additional unique training tasks which fall under the general auspices of the aforementioned Performance Requirements found under Section 3 of the DRAFT PWS. These include: 1. Provide training and support in a variety of subjects to include but not limited to: i. Counter Improvised Explosive Device (C-IED) training ii. Special operations/counterinsurgency training iii. Vehicle operation and maintenance training and/or support iv. Weapons marksmanship training v. Non-standard training device O&M support vi. Partner nation and Allied operational and procedural training 2. Provide partner nation and multinational exercise support to include but not limited to: i. Planning ii. Facilitation iii. After Action Review and analysis iv. Role players CONTEMPLATED NAICS The Government is considering the inclusion of one, some or all of the following NAICS codes as part of this strategy: Sector 54 - Professional, Scientific and Technical Services • 541330 - Engineering Services, Exception A, with an associated size standard of $38.5M in average annual receipts. • 541990 - All Other Professional, Scientific, and Technical Services, with a size standard of $15M in annual average receipts. Sector 61 - Educational Services • 611430 - Professional and Management Development Training, with an associated size standard of $11M in average annual receipts. • 611699 - All Other Miscellaneous Schools and Instruction, with an associated size standard of $11M in average annual receipts. PURPOSE ACC-ORL is seeking information regarding the relevant experience and capabilities of industry partners interested in performing this potential requirement. Based on this assessment and the subsequent face-to-face discussions, the Government will begin to implement a strategy for producing a formalized solicitation that will be competitively awarded. This paper shall consist of a company overview and capability statement with respect to the associated draft PWS and specific performance expectations identified below. Please structure your submission according to the following outline. 1. Cover Page - Not included in page count. At a minimum include: a. Full company name and address b. Applicable CAGE Code and/or DUNS Number c. Company point of contact's name, phone number and email 2. Pages 1-2 - Company overview. At a minimum must include: a. Brief company description b. Indicate which of the aforementioned NAICS are applicable to your company and if it is a large or small business based upon the relevant size standard for each code. 3. Pages 3-4 - Relative corporate experience associated with PWS Section 3.1 - Training/Education and Advisory Assistance and related Subsections. Please identify no more than 2 relevant performance examples accomplished within the last 2 years. Include contract name(s), contract number(s) and a brief description of the work your company specifically performed. 4. Pages 5-6 - Relative corporate experience associated with PWS Section 3.2 - Exercise Planning, Management and Support and related Subsections. Please identify no more than 2 relevant performance examples accomplished within the last 2 years. Include contract name(s), contract number(s) and a brief description of the work your company specifically performed. 5. Pages 7-8 - Relative corporate experience associated with PWS Section 3.3 - Training Systems Support Services and related Subsections. Please identify no more than 2 relevant performance examples accomplished within the last 2 years. Include contract name(s), contract number(s) and a brief description of the work your company specifically performed. 6. Pages 9-10 - Describe your company's corporate experience (if applicable) operating in a foreign environment (outside the U.S. and its territories) and with providing FMS and/or Contingency related services. Parties are urged to review the DRAFT PWS in its entirety and pay particular attention to the unique FMS and BPC ONLY requirements found under Sections 2 and 4 of the PWS. At a minimum please include the following: a. Details as to the particular effort(s) performed and the capacity in which your company operated in this environment (e.g. prime, subcontractor, material supplier). Identify how this experience is relevant to the ETSC requirements. b. Provide a detailed explanation regarding your company's stance on operating in austere environments with limited security protection. Would your company be willing to operate in such an environment? Would your company be willing to subcontract for third party security protection of its personnel if necessary? If the answer is yes to one or both of the questions, please identify any special contingencies or considerations that may be necessary. SPECIAL NOTE: For those interested parties that submitted a response to the Foreign Military Services and Support (FMSS) SSN and/or Request for Information (RFI), please state this fact at the top of pages 9-10 if you choose not to restate this information. Those parties are welcome to utilize these additional pages to further articulate other aspects of the Notice, however; please take note that there may be some additional FMS/BPC related information required of this Notice that was not originally requested and that should be addressed here. If the submission is otherwise silent on this part the Government assumes the contractor has no prior FMS/BPC experience. Lack of this experience will not preclude interested parties from submitting a proposal against the resulting solicitation(s). However, the Government reserves the right to adjust this decision at any time prior to release of the formal solicitation. 7. Pages 11-12 - Describe your company's plan/process for personnel resource management related to the timely execution of the varied services associated with this effort. This area should also detail your company's hiring practices and its ability to retain a consistent workforce particularly when encountering the unanticipated ebbs and flows in Task Order activity that would require your company to have the capacity to ramp up in times of surges or to conversely cover periods of relative inactivity. 8. Page 13 - Provide a snapshot of your company's, or relevant business division/sector's, average annual receipts for the last 3 years and describe its ability to retain financial stability during periods of potential surge and inactivity. Please identify any associated and relevant data, to include but not limited to, loans or lines of credit that may have a bearing on this subject. 9. Page 14 - If your company is a small business under one or more of the identified NAICS Codes, and you are interested in participating in this acquisition please provide the following: a. If you intend to be a prime contractor, how do you plan on meeting the requirements of FAR 52.219-14, Limitations on Subcontracting under a Multiple Award IDIQ scenerio which requires you to provide 50% of the personnel for each awarded Task Order? Or, b. If you desire to be a subcontractor, please specify the applicable service areas and NAICS your firm is interested in supporting along with your unique qualifications (ex. Original Equipment Manufacturer). DOCUMENT STIPULATIONS: Contractors are requested to provide this information brief including a cover page. The cover page should include company name, address, CAGE/DUNS, and points of contact including phone numbers and e-mail addresses. Submissions shall be prepared using Microsoft Word with font no smaller than standard 10-point Times New Roman. PAGE LIMITATION: 13 PAGES MAXIMUM. The cover sheet shall not be included in this page limit. If a small business, please limit your submission to no more than 14 PAGES MAXIMUM. This additional page shall only be used for addressing items #9(a) and #9(b) (limitations on subcontracting) under the "Purpose" section of this Notice. DISCLAIMER: This notice does not constitute an invitation for bids or a Request for Proposal (RFP) and is not a commitment by the U.S. Government to procure subject products or services nor will the Government reimburse any parties for costs associated with this request. Submission of the information requested will not exclude contractors from participating in any resultant competitive solicitation associated with this effort.
