The North American Industry Classification System (NAICS) considered for this effort are, 334516 Analytical Laboratory Instrument Manufacturing, and 333314 Optical Instrument and Lens Manufacturing, the SBA business size is 500 employees. Delivery Location is various points across the US and worldwide. This requirement is in support of the Navy Criminal Investigative Services, Quantico, VA. This procurement is a sole source acquisition with Foster and Freeman USA, Sterling, VA under the authority of FAR 13.501(a). Justification JA 15-059 or other than full and open competition is attached. This synopsis supersedes Sources Sought Synopsis under RFQ N00189-15-Q-1874 posted on 18 May 2015. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all proposals received within ten days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A firm fixed price contact will be awarded as a result of this quotation. Award will be made in accordance with FAR Part 13.5, Test Program for Certain Commercial Items. Commercial type clauses in FAR Part 12 will be included in the RFQ, and a shorter solicitation period will be implemented per FAR 5.203(c). Central Contractor Registration is required for all vendors doing business with DOD and can be obtained at www.SAM.gov.
