- RFQ Solicitation M67001-15-Q-0223 for Steam Plant Chemicals. This synopsis/solicitation is for Steam Plant Chemicals. THIS PROCUREMENT IS SUBJECT TO THE BUY AMERICAN ACT. IF THE PRODUCT YOU ARE QUOTING ON IS NOT AMERICAN MADE YOU MUST IDENTIFY THE COUNTRY IN WHICH IT IS MADE. The Government anticipates award of a Firm Fixed Price contract. The Government intends to award one contract as a result of this solicitation; however, the Government reserves the right to award no contract at all, depending on the quality of offers submitted. BASIS FOR AWARD: Award will be made to the lowest price technically acceptable (LPTA) quote. Vendors responding to this announcement shall submit their quote in accordance with FAR 52.212-1. Submission of quote shall include the following: (1) Technical acceptability: (See Line Item for details); (2) Delivery: (30 Days ARO); (3) Price. TECHNICAL COMPLIANCE: To ensure technical acceptability: a. The manufacturer's name and manufacturer's complete part number shall be submitted in the quote. A mere statement that the quoter will meet the Government's requirement is NOT sufficient. b. Clearly state whether the quoter can meet the required delivery timeframe. Vendors who cannot meet the 30 Days receipt of order (ARO) delivery timeframe will not be considered technically acceptable. The Government intends to evaluate quotes and award a contract without discussions with vendors. Vendors should not expect requests for clarification or additional information from the Government. Therefore, the vendor's initial quote should contain the vendor's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions with vendors if later determined by the Contracting Officer to be necessary. The Government may reject any or all quotes if such action is in the public interest; and may waive informalities and minor irregularities in quotes received. Quotes shall be submitted no later than 2:00 PM EST, 24 SEPTEMBER 2015, to be considered for award. All quotes shall be submitted to Vivian Porter via email, vivian.porter@usmc.mil, fax 910-451-2332, or mail to PO BOX 8368 MCB, Camp Lejeune NC 28547. Vendors are responsible for ensuring their quotes have been received. Contact the above indicated contract specialist to ensure the government has received your quote. Delivery delays that cause a quote to be late are not the responsibility of the government agency and such late quotes will be rejected.
