- NSWCCD, Philadelphia Site intends to procure nine (9) Caterpillar Turbochargers in support of PMS 392 in-service engineering, P/N 128-4757. This will be a Firm-Fixed-Price purchase order. This contract shall be procured on a sole source basis from Caterpillar, Inc. Caterpillar, Inc. possesses proprietary knowledge of the Turbochargers making them the only responsible contractor that can provide these supplies. The Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals and does not constitute a solicitation. However, all RFQs received prior August 19, 2015 will be considered by the Government. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A hard copy of the solicitation will not be made available.
