- NSWCCD, Philadelphia Site intends to procure supplies that consist of SEL-411N Relays, SEL-3770 Phase Sensors, SEL-3771 Zero-sequence Sensors and SEL-3775 Voltage Sensors. This will be a Firm-Fixed-Price purchase order. This contract shall be procured on a sole source basis from Schweitzer Engineering Laboratories, Inc. (SEL). SEL sensors have unique performance capabilities with their protection relay system, that cannot be met by any other commercial sensor, making them the only responsible contractor that can provide these supplies. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
