Description
Use of the MATOC provides a construction product delivery method that utilizes industry innovation, accommodates quick and straight-forward small projects; small complex projects; and helps minimize design efforts and related overhead expenditures, and handles compressed schedules while reducing acquisition-related lead time. Task Orders will primarily address repair and maintenance of real property and construction services to include new construction and renovation of large civil works projects including flood control and hydroelectric dams, river navigation facilities, maintenance and office facilities, roadways and recreation facilities, and river levees. Task Orders may be issued either as Design Build or Design-Bid Build projects. Specific work may include construction or repair on: structural concrete, waterstop installation, pre-engineered buildings, structural frames, machinery supports, metal fabrication and machining, Corps of Engineers paint systems, potable and waste water systems, underground utilities, drainage culverts, fall protection systems, stream bank stabilization, irrigation systems, road maintenance, paving, striping and river levee rehabilitation. Work on electrical systems may include: Telecom/CCTV systems, fiber optic, motor control (480v MCC or less), instrumentation and controls (e.g., PLC, SCADA), commercial/industrial lighting, fire and security systems, and medium voltage distribution (less than 5Kv). Work on mechanical systems may include construction or repair of the following systems: HVAC, pumps (less than 100 HP), compressed air and general/industrial plumbing and other presently unforeseeable construction requirements that may arise. MATOC work will primarily be geographically located throughout the Walla Walla District area of operations, with work concentrated at McNary, Ice Harbor, Little Goose, Lower Monumental, Lower Granite, (Washington and Oregon) Dworshak (Orofino, Idaho) and Lucky Peak (Boise, Idaho) Dams. The Walla Walla District's civil works boundaries generally follow the Snake River drainage and include approximately 107,000 square miles in six states: Washington, Oregon, Idaho, Wyoming, and small parts of Nevada and Utah. Work may include additional project locations within the Pacific Northwest covered by USACE Seattle and Portland Districts. The MATOCs will be awarded for a three-year base period with a two-year option period. The total contract dollar capacity shared among firms will not exceed $45,000,000. Any unused capacity in one period may be carried over into the subsequent contract period. The minimum guarantee amount for the entire life of the contract for each IDIQ awardee is $10,000. The minimum Task Order value is $2,000 and the maximum Task Order value is $2,000,000. The Government intends to award up to four IDIQ contracts to the offeror(s) whose proposal, conforming to the RFP, will be most advantageous to the Government resulting in the Best Value. Task Orders will be primarily awarded on a firm-fixed price basis; however, task orders may be awarded on a Time and Materials (T&M) or Labor Hour basis if necessary to address unusual circumstances.
