Description
The United States Army Corps of Engineers, Detroit District intends to solicit and award a contract on a sole-source basis to conduct field testing and a pilot study on soil remediation technologies at the Zephyr Oil Refinery site in Muskegon Township, Michigan. The intended recipient of award is Savron Solutions, a division of Geosyntec Consultants International, Inc., under the authority of FAR 6.302-1(a)(2)(iii)(A). This is a follow-on contract action following the technical evaluation and selection of the subject technologies in partnership and coordination with the Michigan Department of Environmental Quality, as funded under the under the Great Lakes Restoration Initiative (GLRI) and the Remedial Action Program (WRDA Section 401, RAP). The requirements for this procurement are as follows: Quantity: One (1) completed pilot test study and report. Location of Work: Field work at Zephyr Oil Refinery remediation site, 1222 Holton Road (M-120), Muskegon Township, Michigan. Laboratory and professional services at vendor location. Timing: Contract is to be awarded in April, 2015, with commencement of work within 10 days of Notice to Proceed. Services: Conduct site investigation and field pilot tests of the Self-Sustaining Treatment for Active Remediation (STAR) technology for remediation of petroleum-impacted soils. This is a patented technology for treatment of wastes through in-situ ignition and smoldering decomposition of hydrocarbon contamination and residue. The study will include activities for: - Site visit and documentation of field conditions - Development and approval of project Work Plan - Field pilot test of standard STAR technology - Field pilot test of EVO-enhanced STAR technology - Technical Report of pilot test results and site-specific feasibility of technology The Government intends to issue the subject solicitation following the required posting period for this notice. Interested parties who feel they have this capability may indicate their interest and capability in a written statement to the identified point of contact no later than 2:00 PM Eastern Time Zone on April 8, 2015. Each response to this notice must demonstrate the firm's interest and capabilities to provide an equivalent product, with the stated capabilities, within the stated timeframe. Each submission shall be considered and will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government to satisfy this requirement on a competitive or sole-source basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. This Notice of Intent is not a request for competitive proposal.
