Description
This is a Notice of Proposed Contract Action under FAR Part 12 Acquisition of Commercial Items and FAR 13 Simplified Acquisition Procedures. Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements (10 USC 2304(c)(1)). This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 511210 with a small business size standard of $38.5M in average annual receipts. AFRL requires a server license for Firmware Reverse Analysis Konsole (FRAK) Software application to be used within the Air Force at a single site to cover a period of one year. FRAK is the only system of its kind that allows developers to work with arbitrary embedded operating systems for implementing non-manufacturer security mechanisms. Due to the complexity and single purpose nature of embedded system firmwares, any modifications to these operating systems require a significant amount of time spent ensuring that stability is maintained. Because of a high prevalence of hard-coded addresses that are typical to embedded operating systems, a single modification that changes offsets by one address could require tens of thousands of additional modifications to ensure the operating system will still operate in a stable manner. This software is only available through the developer, Red Balloon Security. The Government intends to negotiate a sole source contract with Red Balloon Security, 336 W 37th Street, Suite 1024, New York, NY 10018. The Government has determined that no other source can meet the requirement as the required software can only be procured through Red Balloon Security, the developer of the software. This is a notice of proposed contract action and not a request for competitive proposals; however, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 30 September 2015. A Sole Source Justification will be attached to the subsequent Notice of Award.
