- Description
- Multiple Award Paving IDIQ contract shall include but is not limited to providing all labor, materials, transportation and performing all work necessary for Overlay/Construct Roads and Airfield Pavements at US Forces facilities on the main island of Okinawa, Japan. Includes, but is not limited to pavement demolition, expansion, contraction and construction, cast-in-place concrete, exterior lighting, earthwork, rubber removal, fog coats, cold milling, field molded sealants for sealing joints in PCC, resealing concreate joints, grooving, partial depth repair, base, sub base, and base course construction, prime and tack coat, concrete sidewalks, curbs, and gutters, seeding, sodding, transplanting exterior plants, storm drainage, underground electrical distribution, ground points, disposal and landfill fees. The Contractors will be responsible for adhering to the current regulations and specifications in force at the time of the task order or modification award. This is a competitive best value, source selection in which competing Offeror's past performance history will be evaluated on a basis significantly more important than cost or price considerations. By submission of its offer, the offeror accedes to all solicitation requirements, including terms and conditions, representations and certifications in addition to those identified as evaluation factors. The Government intended to award between four (4) to five (5) contracts under this solicitation; however, the Government reserves the right to award less than four (4) or more than five(5). A pre-proposal conference and site visit schedule for the sample projects shall be determined and notified by future amendments for this solicitation. A minimum of $2,000 or (Yen equivalent) is guaranteed for this contract. This minimum amount shall only be applied to the basic year. The aggregate maximum of this program including the base and all option years shall not exceed $25,000,000 or (Yen equivalent). The anticipated solicitation release date is November 2015. The closing date, time for submission of offers, as well as the date and time for pre-proposal conference will be contained in the solicitation package. Solicitation documents will be posted on the Government Point of Entry located at http:ww.fedbizopps.gov. Note: This acquisition is unrestricted; however, this solicitation includes clauses authorized for the purpose of construction effort in Japan. The offeror must meet the following two requirements for OCONUS: (1) DFARS 252.225-7042, "Authorization to Perform". The offeror has been duly authorized to operate and do business in the country or countries in which the contract is to be performed, and (2) FAR 52.236-7 (modified IAW AFFARS 5336.507); "Permits and Responsibilities" - The Contractor shall, without additional expense to the government, be responsible for obtaining any necessary licenses and permits, and for complying with any host Government and political subdivisions, laws, codes, and regulations applicable to the performance of the work.
