Description

Solicitation M00681-15-T-0260 for the acquisition of Coastal Sage Scrub environmental credits Marine Corps Base Camp Pendleton has been directed by the United States Fish and Wildlife Service (USFWS) through the Biological Opinion FWS-MCBCP-09B0249-10F0421, dated March 9, 2010, issued under the authority of the Endangered Species Act for the P-113 Advanced Water Treatment project to purchase a total of 2.19 acres of Coastal Sage Scrub (CSS) mitigation credits to offset 0.73 acres of disturbed habitat in order to mitigate for impacts to the threatened California gnatcatcher (CAGN). The USFWS Biological Opinion outlines the mitigation requirements that MCB Camp Pendleton must abide by in order to be in compliance with the Endangered Species Act and reduce the severity of impacts on the CAGN from this project. Per USFWS email dated June 4, 2015, there are two possible banks that the Base may utilize to purchase Coastal Sage Scrub conservation credits per project related impacts on Base. The successful conservation bank must be able to provide gnatcatcher occupied coastal sage scrub habitat that has been approved and acceptable for use by the regulatory agency (USFWS statement) based on project related impacts on Marine Corps Base Camp Pendleton.
