- This solicitation is being amended to allow for brand name or equal products in accordance with FAR 52.211-6 BRAND NAME OR EQUAL. Offerors proposing equivalent products shall provide a sample at no cost to the government, to include a paid return shipping label addressed to the vendor. All samples and quotes must be provided no later than 25 September 2015 by 4:30 pm C.S.T. The offeror shall provide a sample for the male Size L and the female Size S/M. Technical acceptability of an equal item will be based on the specifications provided with the quote, assurance that it meets the NIJ 06 certification standards, and by assessing proper fit of the sample within the existing vests. Proper fit is defined as an equal item being laid on top of an existing Level III Pico soft armor insert where it matches the exact dimensions of the Pico insert without any overlapping material or being visibly smaller than the Pico insert. Please note this requirement is for inserts of 6 different sizes - Sm, Med, Lg, XL in Men's sizes and Sm/Med and Lg/XL in women's sizes which are shaped differently than the men's soft armor inserts. Samples are being requested on the most commonly used sizes, male size L and the female size S/M. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation Number F2F3195251A002 is hereby issued as a Request for Quote. This combined synopsis/solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-83 effective 03 September 2015. The North American Industry Classification System (NAICS) code for this project is 339113, and Standard Industrial Classification (SIC) code is 5999.
